Position Details

Position Title: Senior Consultant Government Advisory

Area of Responsibility: Project Management & Operations (Mineral Exploration)

Number of Positions: 01

Location: Jaipur, Rajasthan

Reporting To: Engagement Manager / Associate Director

Employment Type: Full-time

Experience Required: 6-10 Years

Role Overview The engagement supports a State-level institution set up by the Government for the planned development of the State's mineral resources and their exploration. Its mandate covers a master exploration plan with regional and detailed exploration, geophysical, ground, aerial, and geochemical surveys of obvious geological potential areas, testing and assaying of ore and mineral samples, strengthening and accreditation of the departmental laboratory, a GIS-based mineral resource information system and State mineral directory, beneficiation and value-addition studies on low-grade minerals, capacity building of departmental personnel, and technology-led monitoring of mining activity — and the advisory engagement exists to help convert that mandate into exploration delivered on the ground and into auctionable mineral blocks.

The Senior Consultant – Government Advisory (Project Management & Operations) brings project-management and operational discipline to the Institution’s own activities. The role converts the Institution’s annual plan and exploration priorities into structured work plans, clear milestones, and tracked delivery across its exploration, survey, laboratory, technology, and capacity-building activities.

It calls for strong project-management discipline and operational rigour, combined with a working understanding of how exploration programmes run — the chain from target generation and reconnaissance through drilling, sampling, assaying, and resource reporting to block preparation and auction — and of the statutory and fund-governance environment a State-level public institution operates within. It requires the ability to hold agencies, contractors, and field offices to plan, and to work credibly with departmental officers, institutional committees, and central and State exploration agencies across multiple locations in the State.

Key Responsibilities

- Drive end-to-end project delivery — Plan and track the Institution’s sanctioned projects from sanction to closure, ensuring scope, quality, timelines, and budgets are met across its exploration, survey, laboratory, technology, and capacity-building activities.
- Build project plans and delivery frameworks — Develop work plans, milestones, delivery roadmaps, governance structures, and reporting cadences for complex, multi-stakeholder programmes spanning exploration and survey packages and institutional initiatives across multiple locations in the State.
- Support the annual plan and budget cycle — Support the Institution in preparing its annual exploration plan and budget with activity-wise milestones, costs, and timelines, and in placing them before the Executive Committee and the Governing Body within the timelines prescribed for the Institution.
- Track exploration performance — Monitor project-wise progress on target generation, surveys, drilling and borehole completion, sample collection and assaying turnaround, and resource reporting against plan, and support the technical reviews and corrective actions that keep physical and financial progress on target.
- Support block preparation & auction readiness — Support the progression of exploration from reconnaissance and prospecting to G3 and G2 levels, the compilation of geological reports and resource estimates, and the preparation of mineral blocks to the stage at which they can be notified and taken to auction.
- Support survey, laboratory & technology projects — Support planning and delivery of geophysical, ground, aerial, and geochemical survey packages,

laboratory strengthening and accreditation, GIS and mineral information systems, and technology-led monitoring initiatives — from proposal and due diligence through procurement, execution, and commissioning.
- Manage operations and process efficiency — Set up and streamline operational processes, SOPs, and workflows across proposal intake and appraisal, work order issue, field mobilisation, sample dispatch and laboratory interface, measurement and billing, and data submission, to improve productivity, service delivery, and implementation effectiveness.
- Drive monitoring and issue management — Track progress against milestones, monitor delivery, maintain issue logs, and put in place course-correction mechanisms.
- Develop and manage risk mitigation plans — Identify and assess project risks — including statutory and forest clearance risks for exploration in forest areas, land and access, drilling contractor and rig availability, sample and assay turnaround, data quality and custody, and procurement and fund-utilisation risks typical of publicly funded exploration — maintain risk registers, and prepare, own, and monitor mitigation plans with clear actions, owners, and timelines.
- Track statutory compliance & clearances — Maintain visibility of permissions for exploration in forest areas, reconnaissance and prospecting authorisations, land and access approvals, and other statutory obligations, with compliance calendars and follow-up on renewals, conditions, and periodic returns.
- Support fund administration & procurement discipline — Support the Institution in monitoring contribution receipts and fund utilisation, maintaining expenditure records against sanctioned budgets, working within the delegation of financial powers, and running the procurement of agencies, equipment, and services in line with applicable public procurement rules.
- Set up MIS and performance dashboards — Design and operationalise monitoring systems, MIS, and dashboards covering project-wise physical and financial progress, drilling and sampling, the block pipeline, and fund utilisation, giving management real-time visibility of performance across projects and offices.
- Coordinate stakeholders and implementation partners — Align the Institution's secretariat, departmental circle and field offices, central and State geological, exploration, and mining agencies and public sector enterprises, exploration and survey contractors, laboratories, academic and technology partners, and vendors to keep delivery on track.
- Service review and governance mechanisms — Prepare agenda notes, minutes, action taken reports, and decision-ready updates for the Institution’s committee meetings, steering reviews, and progress reviews with senior management and government stakeholders.
- Ensure documentary compliance and reporting — Maintain the documentary compliance of projects and ensure timely preparation and submission of the annual report, utilisation and progress reports, and other reports to the client and stakeholders.
- Support resourcing and engagement management — Support team deployment, effort planning, and reporting on PMU deliverables and utilisation, and flag resourcing gaps and delivery risks to the Engagement Manager.
- Conduct site reviews — Visit exploration and drilling sites, survey camps, laboratories, and field offices to review progress on the ground, verify reported performance, and follow up on actions.
- Mentor teams and build capability — Guide Analysts and Consultants, and build client teams' capability on project-management tools, processes, and delivery discipline.
- Additional responsibilities — Undertake other tasks assigned by reporting managers in line with project priorities.

Skills & Competencies

- Project & programme management — Strong command of project planning, delivery management, and PMU operations for large, multi-stakeholder public-sector programmes.

- Mineral exploration understanding — Working knowledge of the exploration chain — target generation, reconnaissance and prospecting, drilling, sampling, assaying, and resource reporting — and of how exploration outcomes translate into auctionable mineral blocks.
- Mineral statutory & regulatory awareness — Familiarity with the statutory framework governing major and minor minerals, exploration stages and reporting norms, forest and environmental permissions for exploration, and the way central and State exploration funding works.
- Public fund & procurement discipline — Understanding of public and government fund administration, annual plan and budget cycles, delegation of financial powers, utilisation reporting, and public procurement rules.
- Operations & process excellence — Ability to design, streamline, and run operational processes, SOPs, and delivery systems that improve efficiency and service delivery.
- Monitoring & risk management — Skilled in milestone tracking, risk and issue management, MIS, and performance dashboards.
- Stakeholder & vendor coordination — Proven ability to align departmental offices, central and State agencies, exploration contractors, and implementation partners around delivery.
- Senior client management — Ability to engage and build credibility with senior departmental leadership, institutional committees, and senior government officials.
- Team leadership — Ability to guide, mentor, and develop delivery teams.

Underpinned by a delivery focus, ownership, sound judgment, and the highest standards of integrity and professional conduct in complex, politically sensitive environments.

Qualifications & Experience

- Education — Bachelor's degree in Mining Engineering, Geology, Applied Geology, Engineering, Management, Public Administration, Economics, Operations, or a related discipline.
- Preferred — Master's or MBA in Project Management, Operations, Public Policy, or Infrastructure Management, or M.Tech / M.Sc. in Mining Engineering, Geology, Applied Geology, or Mineral Processing; certifications such as PMP, PRINCE2, or Lean Six Sigma are an added advantage. Candidates with project-management experience in the mining, minerals, exploration, or natural-resources sector — and with experience on government projects, or in private organisations with experience of working with government — will be preferred.
- Experience — 6–10 years of progressive experience in project / programme management, operations, or delivery management, ideally including PMUs, government or public-sector programmes, or large multi-stakeholder implementation. Experience in mineral exploration or geoscientific programmes, or in advisory to mining and natural-resources clients, is strongly preferred, as is experience setting up delivery systems, MIS, and review mechanisms.
