Education

- B.E. / B.Tech – Civil (preferred), Electrical or Mechanical.
- Diploma in Engineering with strong relevant execution and QS experience will also be considered.
- Certification in Quantity Surveying (RICS / IIQS), Project Management (PMP) or Construction Management (NICMAR) is a plus.

/ Responsibilities An engineer who started in site execution and has moved onto a project management track, with strong quantity surveying ability. The role spans budgeting, planning, estimation, billing and quality across Cove’s fit-out and modification projects.

This is a hands-on role – the person must be able to produce a BOQ from a drawing, check a contractor’s bill and oversee execution of interior fit-out projects.

Budgeting & Estimation

- Prepare project budgets for new centres, client interior modifications and repair or upgrade works.
- Quantity take-off from architectural and MEP drawings; prepare detailed BOQs covering civil, interiors, electrical, HVAC, fire fighting, plumbing, IT and networking, and access control.
- Rate analysis and benchmarking against prevailing Chennai and Bangalore market rates; build and maintain an internal rate library.
- Develop cost per seat and cost per sq.ft. benchmarks by centre and by scope, and provide fit-out cost inputs for client proposals and landlord negotiations.

Planning & Scheduling

- Prepare project schedules identifying the critical path and the activities that must run in sequence versus in parallel.
- Prepare procurement and material delivery schedules aligned to the construction programme.
- Track actual progress against baseline, flag slippage early and prepare recovery plans.
- Maintain look-ahead plans and daily and weekly progress reporting.

Tendering & Procurement

- Prepare tender documents, float RFQs and RFIs, and run pre-bid clarifications.
- Prepare technical and commercial comparative statements and recommend award.
- Draft work orders with unambiguous scope, rates, measurement basis, payment terms and timelines.
- Identify and develop new vendors and contractors across civil, MEP and specialist trades.

Measurement, Billing & Certification

- Carry out joint measurement at site and record measurements in the measurement book.
- Verify contractor RA bills against the BOQ, work order rates and actual site measurement, and certify for payment.
- Maintain deviation and variation statements with rate justification for non-BOQ and extra items.

- Reconcile free-issue and client-supplied material.
- Track advances, retention, recoveries, debit notes, and final bill settlement and closure.
- Coordinate with finance for release of payments against certification.

QA / QC

- Prepare and enforce inspection and test plans, stage-wise quality checklists and the material approval process.
- Check executed work against drawings, specifications and approved samples at each stage.
- Conduct pre-handover testing – electrical load and earthing, HVAC balancing and airflow, fire system testing, plumbing pressure testing, network certification and access control commissioning.
- Prepare and close snag lists; complete handover documentation including as-builts, warranties, O&M; manuals and asset registers.

Cost Control & Reporting

- Track estimated versus actual cost line by line; maintain a variation register and flag overruns before they are incurred.
- Identify value-engineering opportunities and quantify the saving and the trade-off.
- Prepare monthly MIS on cost, schedule and quality across all live projects.
- Prepare decision notes and options analyses for management on technical and commercial matters.

Technical Support to Management

- Act as the technical point of contact for management – site inspections, technical assessment of prospective buildings, and assessment of landlord fit-out obligations and base-build condition.
- Scope, cost and advise on chargeability of client fit-out and modification requests.
- Prepare technical inputs for client agreements, scope schedules, snag and handover documents.
- Represent Cove in meetings with landlords, architects, consultants and contractors.

Desired profile of the candidate

- An execution engineer on a project management track, with robust quantity surveying skills. This is not a supervisory-only profile – the person must personally build budgets, check measurements and certify bills.
- Experience with a PMC, design-build contractor, IPC, developer, or a retail / flex-space rollout operator, handling commercial interior fit-out projects.
- Comfortable working across civil, electrical and MEP scopes rather than a single trade.
- Strong numerical discipline and documentation habits.

- Willing to travel across Chennai and Bangalore. Primary place of posting – Chennai / Bangalore.

Desired work experience (in complete years) 5 – 8 yrs, including at least 2 – 3 yrs of direct site execution.

Compensation Offered (Salary Range)

₹7.00L – ₹10.00L p.a.

Competencies

- Advanced MS Excel – mandatory
- MS Project or Primavera for scheduling.
- AutoCAD for drawing reading, measurement and markups.
- Standard methods of measurement – IS 1200 / CPWD norms; familiarity with SOR practice.
- Ability to read and coordinate civil, electrical, HVAC, fire fighting, plumbing and IT/networking drawings.
- Knowledge of commercial interior fit-out materials, systems and work methodologies.
- Clear written and verbal communication; ability to summarise and escalate to management concisely.
- Experience working across multiple sites and managing multiple contractors simultaneously.

Must Have

- Demonstrated bill verification and certification experience, with responsibility for the value certified.
- Ability to independently prepare a BOQ from a drawing set.
- Hands-on knowledge of civil, electrical and MEP works – not limited to one discipline.
- Languages: fluency in English conversational Tamil / Hindi / Kannada.

Selection Process

- Timed technical case study – project budget and BOQ, project plan, drawing list, testing and pre-opening checks, and risk assessment, against a given fit-out drawing and scope.
- Technical interview on measurement, billing and MEP coordination.
- Management interview.
