Role Overview

Hands-on Microsoft Entra ID contractor to assist City of Hope in strengthening MFA across its Entra ID workplace. The work covers migrating three applications (Epic, Citrix FAS, and AMT) from Duo to Microsoft Authenticator with Conditional Access and retiring SMS and voice as MFA methods through user enrollment, change management, and education.

Key Responsibilities

- Assess current Duo integrations for Epic, Citrix FAS, and AMT, document dependencies and cutover constraints, and design the target Entra ID sign-in approach, including up to three Conditional Access policies (Authenticator-only MFA, break-glass exclusions, rollback).
- Assist in configuring Authenticator enrollment (registration campaign, number matching, Temporary Access Pass) and the Conditional Access policies, starting in report-only mode. Report weekly on enrollment progress.
- Run pilot testing with up to ten users per application, hold up to two validation sessions, and compile a production-readiness record.
- Cut over the three applications in waves within approved change windows, validate after each wave, and provide stabilization support.
- Analyze authentication method usage to identify SMS and voice users, define the exception process and phased retirement plan, and develop change management and communications plans.
- Facilitate up to ten large-group virtual education sessions on push notifications, support wave-based retirement of SMS and voice, and report on adoption and remaining users.
- Author the Statement of Work deliverables (assessment and design, change management and communications plans,



enrollment and cutover plan, education and helpdesk materials, pilot results record, adoption summary, and operational documentation) and run one administrator knowledge-transfer session that hands ownership to City of Hope owners.

Required Qualifications and Experience

- Bachelors degree or equivalent experience in information security, computer science, or a related field.
- 5+ years of IAM delivery experience, including recent hands-on Microsoft Entra ID implementation.
- Hands-on experience with Entra authentication methods, Microsoft Authenticator, and Temporary Access Pass.
- Proven experience deploying Conditional Access in production, including report-only mode, staged rollout, exclusions, and tested rollback.
- Experience migrating applications from a third-party MFA solution (such as Duo) to Entra ID.
- Experience planning phased user enrollment and cutover, running pilot validation, and documenting defects and results.
- Excellent verbal and written communication, including producing user education content and executive-ready deliverables and leading large-group virtual sessions.

Preferred

- Microsoft certifications such as SC-300, and AZ-500
- Experience with change management and user communications for authentication changes.
- Experience on fixed-duration, milestone-driven consulting engagements.
- Healthcare or research-institution experience.
