Shift Pattern: 24/7/365 Rotational Shifts
Role Overview The TSP (Telecom Service Provider) Link Assurance Engineer is responsible for monitoring external carrier backhaul, dark-fiber transport, and third-party telecom underlay circuits (such as Airtel, Tata, Jio, Vodafone-Idea, or BSNL). When a telco circuit goes down or degrades, this engineer immediately logs the incident, drives end-to-end coordination with the respective service provider's NOC and field teams,
and ensures service is restored within contracted timelines to maintain 99.5% link uptime.
Key Responsibilities
24/7 Telco Circuit Monitoring: Continuously monitor upstream carrier links,
leased line interconnects, and inter-city backhaul circuits on NMS platforms for down states, high packet drop, latency spikes, and optical degradation.
Immediate Telco Ticket Logging: Log incident tickets with the respective
TSP/Telco service desk within 5 minutes of a link failure, capturing exact
Circuit IDs, timestamps, and interface error logs.
Aggressive Escalation & Follow-up: Track active outages against the telecom provider's escalation matrix (L1 L2 Circle Operations Head), conducting continuous follow-ups to drive rapid restoration.
Loopback & Fault Localization: Run soft and hard loopback tests at local media converters, Provider Edge (PE) ports, or telco demarcation units to identify whether faults lie in the local loop, carrier fiber span, or last-mile terminating equipment.
Field Team Coordination: Dispatch and coordinate with on-ground fiber splicing teams and telco patrollers for OTDR testing, fiber cut identification,
and optical power budget restoration.
Link Restoration Verification: Confirm circuit stabilization post-restoration by checking interface CRC error counters,
packet-drop metrics, and running continuous ping/latency sweeps before closing vendor tickets.
RFO & Outage Logging: Collect valid Reason for Outage (RFO) documents from carrier service desks and maintain accurate historical logs of link downtime and vendor performance.
Key Performance Indicators (KPIs)
Overall Link Uptime: Maintain monthly uptime across all monitored third-party telecom circuits.
Mean Time to Log (MTTL): Raise incident tickets with the respective telco provider within of link-down alarms.
Mean Time to Restore (MTTR): Coordinate restoration to achieve for logical/equipment issues and for external physical fiber cuts.
Telco Escalation Compliance: 100% adherence to defined escalation matrix timelines when telecom providers fail to update tickets.
RFO Collection Rate: Secure verified, written RFOs from telecom vendors for
100% of Sev-1 outages within 24 hours of normalization.
Desired Profile / Criteria / Skills :
Candidate Qualifications & Skills
Experience: 1–3 years of experience in an ISP NOC, telecom NOC, or carrier coordinator role.
Domain Knowledge: Solid understanding of telecom circuit types (ILL, P2P
Leased Lines, MPLS underlays, Dark Fiber, DWDM wavelengths) and carrier demarcation handoffs (SFP transceivers, Media Converters, Ethernet).
Basic Networking: Fundamental understanding of TCP/IP, ping/traceroute diagnostics, interface link states, optical power levels (/ dBm), and loopback testing.
Coordination & Communication: Transparent, assertive telephone and email communication skills to effectively escalate issues with carrier NOCs and field engineers under high pressure.
Education: Diploma or bachelor’s degree in Electronics &
Telecommunications, Computer Science, IT, or equivalent.
