IIC Technologies is seeking an experienced Programme Director to provide strategic leadership, executive oversight, and accountability for complex, multidisciplinary client delivery programmes.

The successful candidate will drive programme outcomes, establish effective governance, maintain strong client relationships, oversee commercial performance, and ensure coordinated delivery across multiple workstreams, teams, partners, and vendors.

This is a senior leadership opportunity for a professional with a proven track record of managing large-scale programmes, engaging executive stakeholders, resolving complex delivery challenges, and ensuring predictable, high-quality outcomes.

Key Responsibilities

- Programme Leadership: Own overall programme outcomes, governance arrangements, decision rights, and accountability across participating teams and partners.
- Client and Stakeholder Management: Serve as the senior relationship lead for clients and executive stakeholders, ensuring clear communication, timely decisions, and effective escalation.
- Strategic Planning and Resource Management: Approve or recommend integrated delivery baselines, major resource commitments, budgets, priorities, and recovery strategies within delegated authority.
- Integrated Delivery Oversight: Ensure coordination across workstreams, dependencies, milestones, quality controls, technology, operations, and transition plans.
- Programme Performance and Financial Control: Review programme health, schedules, costs, forecasts, delivery progress, acceptance, invoicing, and cash flow. Intervene promptly when performance deviates from approved plans.
- Risk and Issue Management: Lead the resolution of material risks, disputes, partner or vendor performance issues, major quality failures, security incidents, and other threats to programme outcomes.
- Change and Contract Management: Oversee change control and ensure proposed changes are assessed for scope,



schedule, cost, quality, risk, and contractual impact before commitments are made.
- Compliance and Assurance: Ensure adherence to contractual obligations, applicable laws, safety requirements, information security, privacy, confidentiality, audit requirements, and records controls.
- Executive Governance: Chair executive governance forums, facilitate timely decisions, document commitments, and ensure accountability for agreed actions.
- Leadership and Team Development: Coach and empower Programme Managers, remove organizational barriers, and maintain continuity and succession planning for critical leadership roles.

Decision-Making Authority
- Exercise delegated authority for governance, priorities, resource commitments, recovery actions, and escalations.
- Refer changes involving contracted scope, material liability, legal position, consortium commitments, or expenditure above delegated limits to the authorized approver.
- Ensure all client commitments are clearly documented and made by authorized representatives.

Qualifications and Experience
- Bachelor's degree in Engineering, Information Technology, Management, or another discipline relevant to the delivery setting. A postgraduate qualification is an advantage.
- Typically 20+ years of professional experience, including substantial leadership of large, complex, multidisciplinary client programmes.
- Demonstrated executive accountability for programme outcomes involving multiple workstreams, partners, or vendors.
- Proven experience in delivery recovery, senior stakeholder management, programme governance,



and commercial oversight.
- Sound understanding of contracts, financial controls, risk management, quality assurance, and service transition.

- Programme outcomes and major milestones are achieved against approved baselines, with material variances managed promptly.
- Client governance is effective, decisions are timely, and commitments and escalations are documented and closed.
- Financial forecasts, commercial controls, risk responses, and resource decisions support predictable programme performance.
- Deliverables meet agreed quality and acceptance requirements, with operational transition planned and accepted.
- Contractual, safety, security, confidentiality, and compliance obligations are effectively managed.

Reporting StructureReports to: Executive Leadership Direct reports: Programme Manager and, as appropriate, senior functional or workstream leads.
