Therefore, the Labour License applies to contractors who provide workmen to any organisation or company that outsources labour contracts to contractors. Companies wishing to hire contractors require Labour License Registration, while contractors deploying manpower require a Labour License.

Now, in certain places, such as some states, the limit has been increased to fifty workers. However, for the Central Government, the limit remains at twenty,



regardless of location.
