Responsibilities

- 1. Responsible for accurate civil & structural estimation and technocommercial proposals.

Tender review, quantity takeoffs (QTO) / BOM, constructability inputs, rate analysis, vendor/subcontractor bid evaluations,risk assessment, and proposal documentation, ensuring compliance, competitiveness.

- 1. Define CSA battery limits and interfaces with process, mechanical, EIC scopes.

- 3.Prepare prebid queries (PBQ); participate in prebid meetings and capture clarifications.

- 1. Identify assumptions, exclusions, risks, and value engineering opportunities (e.g., optimized tank geometry, raft vs pile foundations, precast vs castinsitu).

- 1. Float RFQs and obtain competitive quotes for civil execution, structural steel, waterproofing/lining, geosynthetics, piling/shoring, roads, architectural finishes, and temporary works.

- 6.Conduct TechnoCommercial Bid Evaluations (TBE/CBE), perform bid leveling, and negotiate terms (scope split, delivery, warranties, LDs). Establish vendor baselines and capture exceptions/deviations.

- 7.Coordinate with process for hydraulic levels/FGL, mechanical for equipment loads & anchor bolts, EIC for trenches/duct banks/cable routes, sleeves/openings.
- 8.Draft clarifications & deviations, define scope boundaries, and propose alternates.
- 9.Conduct proposal-to-project handover: cost codes, scope map, risk register, baseline rates, vendor quotes.

Maintain unitrate database and lessons learned; track estimate vs actual variances.

Requirements

- Education:



B.E./B.Tech in Civil Engineering (M.Tech/Structural prefer
- bringing focussed
- instalaltion engineering approach in proposal engg considering bidding time lines * commissioning engineering

- Estimation Tools: Advanced Excel (Pivot)rate analysis method; ERP for * *Detailoriented, organized, and deadline-driven.
- costing; AutoCAD for QTO;
- EPLAN (nice to have).
- *Explicit technical writing and clientfacing communication.

- *Design/Quantity Tools: AutoCAD, STAAD(basic review), Civil 3D (earthwork *Crossfunctional collaboration with Process, Mechanical, Civil, Projects, quantities) preferred. SCM.
- *RCC & Structural: IS 456, IS 800, IS 3370 (water-retaining), IS 1786, IS 516.

- Geotechnical: IS 2911 (piles), IS 2720 (soil testing).
- *Construction KnowHow: shuttering systems, dewatering, curing, joints & crack control, coatings/linings (epoxy, polyurethane, HDPE/PP liners), antifloatation measures, backfilling compaction standards.
- awareness of competitive costing Estimate accuracy vs. actuals on awarded jobs (target 510%).

- awareness about latest codes and standards and its cost Ontime bid submissions and query response time. & time impact

Experience 10+ years

Primary Skills (Must Have)

- We need the candidate mostly from Structural steel side
- ZLD Structural experience is must but ZLD side - Handle tender review, QTO/BOM, rate analysis, vendor bid evaluation, risks, pre-bid queries, scope interfaces and cost optimization.

- Water waste industry mandate
