Role Overview

We are seeking an experienced procurement qualified to lead project procurement, strategic sourcing, contract management and supplier development for engineering and manufacturing requirements. The role will be responsible for ensuring timely procurement of project materials, equipment and services while optimising costs, maintaining quality standards and meeting project delivery schedules.

The ideal candidate will have extensive experience in project-based procurement, CAPEX procurement, commercial negotiations, tender costing, vendor development and procurement execution within engineering, electrical/electronics manufacturing, heavy engineering, railway rolling stock, EPCM or related industries.

The position requires strong commercial acumen, technical understanding, project management capabilities and the ability to work closely with Engineering, R&D;, Projects, Production, Quality, Finance and Operations teams.

Key Responsibilities

A. Project Procurement & Execution

- Lead end-to-end procurement for engineering projects, from purchase planning and sourcing through order placement, delivery tracking and project closure.
- Develop project procurement plans aligned with project schedules, budgets and technical specifications.
- Manage procurement of electrical, electronic, electro-mechanical, mechanical, sheet-metal and heavy-engineering components, equipment and services.
- Coordinate procurement of long-lead items and critical materials to ensure uninterrupted project execution.
- Monitor project procurement milestones, budgets, supplier commitments and delivery schedules.
- Prepare procurement execution plans, contingency plans, project MIS and closure reports.

B. Strategic Sourcing & Vendor Development

- Develop sourcing strategies for project-specific requirements and key commodities.
- Identify, evaluate, qualify and develop domestic and international suppliers.
- Establish alternate sources for critical components and reduce dependency on single suppliers.
- Drive localisation, indigenisation and value-engineering initiatives to improve competitiveness.
- Build long-term supplier relationships while maintaining commercial discipline and procurement governance.

C. Tendering, Costing & Commercial Management

- Lead tender costing, budgetary estimates, RFQs, commercial negotiations and purchase order finalisation.
- Coordinate technical bid evaluation (TBE)



and commercial bid evaluation (CBE) with relevant stakeholders.
- Evaluate supplier quotations, cost structures, delivery terms and commercial risks.
- Drive e-auctions, cost benchmarking and total cost of ownership (TCO) optimisation.
- Review contractual terms, payment milestones, warranties, delivery obligations and applicable Incoterms.
- Support project teams in cost estimation, bid preparation and commercial proposal development.

D. Contract & Supplier Performance Management

- Manage procurement contracts and ensure adherence to agreed terms, specifications and schedules.
- Track supplier performance against cost, quality, delivery and service-level commitments.
- Resolve commercial disputes, delivery delays, material shortages and contractual deviations.
- Work with Quality and Engineering teams on supplier rejections, corrective and preventive actions (CAPA) and recurring quality issues.
- Monitor procurement risks and implement mitigation plans to protect project cost and timelines.

E. CAPEX & Engineering Procurement

- Manage CAPEX procurement for plant equipment, testing systems, machinery and project-specific infrastructure.
- Coordinate procurement of mechanical packages, electrical systems, cables, switchgear, transformers, instrumentation and associated services, as applicable.
- Work with engineering and project teams to ensure compliance with technical specifications and project requirements.
- Support new product development (NPD), new product introduction (NPI), design changes and transition from prototype to production.
- Collaborate on value engineering, design for manufacturability and cost-reduction opportunities.

F. Cost Optimisation & Supply Chain Risk Management

- Deliver measurable procurement savings through negotiation, alternate sourcing, localisation and value engineering.
- Monitor material availability, supplier capacity, lead times and project-related supply risks.
- Drive inventory control, obsolescence management and procurement planning.
- Identify risks relating to supplier performance, price fluctuations, logistics and delivery commitments.
- Manage procurement-related insurance claims and support recovery of losses, wherever applicable.
- Promote sustainable, ethical and policy-compliant sourcing practices.

G. Procurement Operations & Governance

- Oversee the procure-to-pay (P2P)



process, purchase requisitions, purchase orders, supplier documentation and invoice coordination.
- Ensure adherence to procurement policies, approval matrices, contractual requirements and audit standards.
- Use SAP MM and other procurement systems to improve process efficiency and transparency.
- Develop procurement MIS, project dashboards, cost-saving reports and supplier-performance reviews.
- Lead procurement process improvements and digitisation initiatives.

H. Team & Stakeholder Management

- Lead and mentor the project procurement team, ensuring accountability and timely execution.
- Collaborate with Engineering, R&D;, Projects, Production, Quality, Finance and Operations.
- Resolve cross-functional procurement issues and align sourcing decisions with business priorities.
- Provide procurement inputs during project reviews, cost reviews and management discussions.

Preferred Industry Background

Experience in one or more of the following sectors will be preferred:

- Electrical and electronics manufacturing.
- Power electronics and power conversion equipment.
- Railway rolling stock, locomotives, EMU/MEMU and transportation systems.
- Engineering and heavy manufacturing.
- EPCM, oil and gas, power projects and industrial equipment.
- Mechanical, electrical, electro-mechanical and instrumentation packages.

Educational Qualifications

- Bachelor’s degree in Engineering, preferably Mechanical, Electrical, Electronics or Instrumentation.
- Additional qualifications in procurement, materials management, project management or supply chain management will be an advantage.
