Position: Regional Manager – Operations & Business Development

Location: Kolkata, West Bengal

1. Job Purpose To manage regional operations, ensure effective project execution, strengthen client relationships, oversee billing and receivables follow-up, and drive business development across Kolkata and Eastern India. The role also involves leading the team with strong leadership and managerial skills, ensuring timely compliance, and maintaining efficient execution of projects and operational activities.

2. Key Responsibilities

A. Regional Operations & Project Execution

- Oversee daily regional operations, project execution, and site activities.
- Monitor resource utilization, manpower deployment, service delivery, and project progress.
- Ensure efficient execution of projects as per contractual obligations, timelines, and quality standards.
- Identify operational challenges and implement corrective actions.
- Coordinate with site teams and zonal offices to ensure smooth operations and timely completion of deliverables.
- Ensure effective execution and proper management of projects under the assigned region.

B. MIS & Reporting

- Prepare and submit daily, weekly, and monthly MIS reports.
- Monitor project progress, pending activities, deliverables, operational performance, and resource utilization.
- Maintain accurate records of project status, billing, collections, and operational activities.
- Coordinate with internal departments and zonal offices to obtain timely updates.
- Provide regular reports on regional performance, pending issues, and project-related challenges to Senior Management.

C. Client Management, Billing & Receivables

- Liaise with government bodies, municipal corporations, Urban Local Bodies (ULBs), clients, and site teams.
- Maintain strong client relationships and ensure effective stakeholder coordination.
- Coordinate bill submissions, invoice processing, payment approvals, and commercial documentation.
- Follow up on outstanding receivables and pending payments with clients.
- Coordinate with Accounts and Project teams to resolve billing discrepancies and payment-related issues.




- Ensure timely billing, proper documentation, and effective receivables management.

D. Business Development

- Identify new business opportunities, upcoming projects, and tenders across Kolkata and Eastern India.
- Develop and maintain relationships with government authorities, municipal corporations, ULBs, and potential clients.
- Track relevant tenders, project opportunities, and business prospects.
- Coordinate with the Tender team for proposal preparation, tender documentation, and timely submission of bids.
- Support business acquisition, client engagement, and achievement of regional revenue targets.
- Provide regular updates to Senior Management regarding business opportunities and potential projects.

E. Team Leadership & Management

- Lead and manage the regional team with strong leadership and managerial capabilities.
- Allocate responsibilities, monitor performance, and ensure timely completion of assigned tasks.
- Coordinate with Operations, Accounts, Tender, Purchase, and other internal departments.
- Ensure effective communication, accountability, teamwork, and resource utilization.
- Guide team members in resolving operational challenges and improving performance.
- Escalate critical operational and commercial matters to Senior Management.

F. Compliance & Documentation

- Ensure timely compliance with applicable statutory requirements, contractual obligations, and project-specific requirements.
- Maintain accurate project records, operational documents, billing records, and commercial documentation.
- Monitor pending compliance activities and coordinate with the concerned departments for timely completion.
- Ensure adherence to company policies, internal procedures, and reporting requirements.

3. Educational Qualifications

- B.E./B.Tech. in Mechanical Engineering preferred.




- MBA or postgraduate qualification in Management Studies preferred.
- Equivalent relevant educational qualifications may also be considered based on experience and suitability.

4. Experience & Competencies

- 5–8 years of relevant experience in operations, project coordination, client management, or business development.
- Experience in government liaison, municipal projects, or infrastructure projects will be preferred.
- Experience in environmental engineering, water and wastewater treatment, Operations & Maintenance (O&M;), EPC, or infrastructure projects is desirable.
- Robust leadership, team management, planning, negotiation, communication, and problem-solving skills.
- Proficiency in MS Excel, MIS reporting, billing coordination, receivables follow-up, and commercial documentation.
- Ability to manage multiple projects, coordinate with cross-functional teams, and meet deadlines.
- Strong client relationship management and business development capabilities.

5. Key Performance Indicators (KPIs)

- Efficient project execution and effective project management.
- Timely completion of operational activities and contractual deliverables.
- Timely compliance with applicable statutory, contractual, and internal requirements.
- Accuracy and timely submission of MIS reports.
- Timely billing, effective receivables follow-up, and reduction in outstanding payments.
- Client satisfaction and effective stakeholder coordination.
- Identification of new business opportunities and achievement of regional business targets.
- Effective team leadership, resource utilization, and team performance.
- Timely resolution of operational and commercial issues.

6. Overall Accountability The Regional Manager will be responsible for the overall operational performance, project execution, client relationships, team management, billing and receivables coordination, compliance, and business development activities across Kolkata and Eastern India, ensuring efficient execution of projects and achievement of organizational objectives.
