Government Tender & GeM Specialist

Role Overview

We are seeking an experienced Government Tender & GeM Specialist with 3 years of proven, hands-on experience in managing Government tenders from opportunity assessment through final submission.

The candidate must have practical experience with GeM, CPPP/eProcure, and State Government e-Procurement portals, preferably the West Bengal Government e-Tender/e-Procurement portal.

This position requires independent ownership of the complete tendering process, including tender analysis, Bid/No-Bid evaluation, technical and commercial bid preparation, compliance management, DSC-based submission, and post-submission follow-up.

Key Responsibilities

 Identify, monitor and evaluate Government tender opportunities across relevant portals.

 Analyse RFP, RFQ, EOI and NIT documents, including eligibility, technical, commercial and contractual requirements.

 Conduct Bid/No-Bid analysis and provide recommendations to Management.

 Prepare and submit technical and commercial bids independently.

 Prepare BOQ, Tender Compliance Matrix, declarations, annexures and supporting documentation.

 Manage GeM Bids, Custom Bids, Service Bids, BOQ-based tenders and Reverse Auctions.

 Handle EMD, BG, PBG and other tender-related financial requirements.

 Complete DSC-based online tender submission and ensure timely final submission.

 Track pre-bid queries, corrigenda, clarifications, amendments and submission deadlines.

 Monitor technical evaluation, commercial evaluation and post-submission clarifications.

 Maintain accurate tender records, submission documentation and management reports.





 Ensure strict compliance with tender requirements and minimise risks of technical disqualification or rejection.

Mandatory Experience & Skills

- 3 years of direct experience in Government tender management.
- Hands-on experience with GeM.
- Experience with CPPP/eProcure.
- Experience with West Bengal Government e-Tender/e-Procurement portal preferred.
- Proven experience in end-to-end tender submission, not limited to documentation or coordination.
- Strong understanding of Government procurement and tender procedures.
- Expertise in RFP/RFQ/EOI/NIT analysis.
- Ability to independently assess eligibility and prepare Bid/No-Bid recommendations.
- Strong technical and commercial bid preparation skills.
- Experience in BOQ and Tender Compliance Matrix preparation.
- Practical knowledge of DSC-based submission, EMD, BG and PBG.
- Strong understanding of pre-bid processes, corrigenda and tender clarifications.
- Strong documentation, compliance and deadline-management skills.

Candidate Expectations The candidate should be able to independently explain 2–3 Government tenders personally handled, including the department, project scope, tender value, portal, responsibilities and outcome.





 The candidate must demonstrate the ability to:

 Identify critical eligibility and compliance requirements.

 Prepare a clause-by-clause compliance matrix.

 Assess tender risks and qualification gaps.

 Recommend Bid or No-Bid based on objective evaluation.

 Ensure complete and error-free submission within prescribed timelines.

 Independently manage the tender lifecycle with minimal supervision.

Important: Candidates whose experience is primarily limited to document collection, administrative coordination or supporting tender submissions without personally executing the end-to-end process will not be considered.
