HR Manager (Assistant Manager – HR)

Based at our Guwahati Head Office with regular site travel, the HR Manager reports to the MD, leads 2 HR Executives and covers 200+ employees. We need 6–10 years of HR experience, ideally in construction or EPC. Salary: ₹35,000 – ₹45,000 per month.

About NEECON

North East Engineering & Construction (NEECON) is a Guwahati-based contractor doing piping, structural and construction work for oil and gas clients, including the AAU project at NRL. We run several sites at once with a large blue-collar and contract workforce. The HR Manager will build and lead a proper HR function: policies, compliance, attendance control and team leadership.

Key responsibilities
Lead and guide 2 HR Executives; be the single point of contact for HR for the MD and project managers
Draft and roll out the HR policy manual (leave, attendance, overtime, travel, discipline) and get Standing Orders certified
Statutory compliance: PF, ESI, Qualified Tax (Assam), Assam Shops & Establishments Act, Minimum Wages, Bonus, Gratuity
Contract Labour (CLRA) and BOCW registrations, licences and registers; Employees' Compensation records
Handle labour department inspections and keep all registers audit-ready




Run verified attendance at all sites and an overtime approval system with supervisor and PM sign-off
Prepare monthly payroll inputs and reconcile with accounts
Make subcontractors submit wage sheets by the 10th of each month and check PF/ESI proof before bills are released
Hire staff for HO and sites; mobilise site workers quickly for current projects
Joining, exits, full and final settlement, and return of all company assets
Warning letters, show cause notices, domestic inquiries and grievance handling
Monthly HR report to the MD: headcount, attrition, OT cost by site, compliance status

What we're looking for
Graduate; MBA/PGDM in HR preferred
6–10 years in HR, at least 3 in construction, EPC, infrastructure, plant or tea estate HR
Has independently handled PF, ESI, CLRA and labour inspections
Has managed or guided 1–2 HR staff
Experience drafting HR policies, notices and letters
Comfortable on site with blue-collar workers
Fluent in Assamese, Hindi and English; Bengali is a plus
Positive with Excel
Willing to travel to project sites regularly
