Program Manager – Industrial Infrastructure
Position Overview
The Program Manager will oversee a portfolio of large-scale industrial infrastructure projects, including manufacturing plants, warehouses, data centers, and heavy industrial facilities. This role is responsible for the strategic alignment, financial performance, and successful delivery of multiple concurrent projects from initial feasibility through commissioning and handover.
The ideal candidate will bridge corporate executive strategy and site-level execution, ensuring that all safety, budget, schedule, and quality benchmarks are met across the entire program.
Key Responsibilities
Strategic Portfolio & Resource Management
Manage multiple, concurrent industrial construction projects, balancing resources, equipment, and labor across different sites.
Optimize the master program schedule, identifying and resolving critical-path dependencies and resource bottlenecks.
Oversee complex supply chains for long-lead industrial equipment, heavy machinery, and specialized materials.
Financial Control & Contract Management
Own the aggregate program budget, driving cost forecasting, cash flow analysis, and capital allocation across all projects.
Negotiate and administer complex contracts, including EPC (Engineering, Procurement, and Construction), Design-Build, and Construction Management-at-Risk agreements.
Review and approve major change orders, ensuring strict adherence to cost-control protocols.
Stakeholder Communication & Governance
Act as the primary liaison between executive leadership, joint-venture partners, industrial clients, and local government authorities.

Lead regular program status reviews, delivering transparent performance metrics and KPIs to the executive steering committee.
Ensure strict compliance with environmental regulations, heavy industrial building codes, zoning laws, and permitting processes.
Risk, Quality & Safety Oversight
Develop and implement a program-wide risk mitigation framework to proactively handle supply chain disruptions, labor shortages, and regulatory hurdles.
Enforce zero-harm safety cultures, ensuring all project sites adhere to strict industrial safety standards (e.g., OSHA, local labor safety laws).
Oversee testing, commissioning, and operational handover of complex mechanical, electrical, and plumbing (MEP) systems and industrial processes.
Team Leadership & Mentorship
Direct, mentor, and evaluate a team of Project Managers, Construction Managers, and specialized engineers.
Foster a team-oriented, high-performance culture across multi-disciplinary engineering and contracting teams.
Requirements & Qualifications
Education & Experience
Bachelor’s degree in Civil Engineering, Mechanical Engineering, Construction Management, or a related technical field. A Master’s degree or MBA is highly preferred.
10+ years of experience in heavy construction management, with at least 4+ years specifically managing multi-project programs in industrial infrastructure (e.g., factories, logistics hubs, processing plants).
Certifications
PgMP (Program Management Professional) or PMP (Project Management Professional) certification is highly desirable.
Local professional engineering licensure or equivalent chartered status is a plus.
Technical & Soft Skills
Expertise in industrial delivery methods, specifically EPC, Design-Build, and turnkey project delivery.
Deep knowledge of industrial facility systems, including heavy structural steel, advanced MEP, HVAC, and specialized piping.

Proficiency in enterprise scheduling and management software, such as Primavera P6, MS Project, Procore, or similar PPM platforms.
Exceptional negotiation, conflict resolution, and executive-level communication capabilities
