Key Expert – Senior Training and Institutional Capacity-Building Consultant (Cat. II)

NTU International is currently identifying qualified experts for the EU-funded project “Technical Assistance to the Syrian Ministry of Health – Strengthening Institutional Capacity and Governance.”

The assignment aims to support the institutional strengthening and governance capacities of the Syrian Ministry of Health, contributing to more effective institutional performance, evidence-based decision-making, accountability and sustainable capacity development.

In this context, we are seeking a highly qualified Key Expert – Senior Training and Institutional Capacity-Building Consultant (Cat. II) to provide strategic and technical assistance in the design, coordination,



delivery and evaluation of institutional training and capacity-building programmes for health-sector institutions.

Qualifications and Skills Required
• Master's degree in Institutional Development, Human Resources Management, Education and Curriculum Design, Public Administration, or another closely related field.
• A Bachelor's degree in a relevant field may be accepted when combined with at least 10 years of directly relevant qualified experience.
• Professional certification in training or facilitation, such as Training of Trainers (ToT), is considered an asset.
• Demonstrated experience designing and facilitating workshops in organisational behaviour areas (psychological safety, conflict management, professional ethics, safeguarding).
• Ability to design pre- and post-assessment tools and measure training impact.
• Ability to prepare strategic Master Training Plans that identify specialized expertise needs and coordinate their delivery.
• Proficiency in tea
