POSITION SUMMARY

We are seeking a strategic procurement leader to direct indirect sourcing across APAC, with primary ownership of engineering services, contingent workforce, software licensing, and IT services. The role will lead category strategy,

complex commercial negotiations, supplier partnerships, spend optimization, and procurement governance in alignment with global business priorities.

KEY RESPONSIBILITIES

Engineering Services Procurement

- Lead sourcing of aerospace engineering, embedded software, mechanical and electrical design, systems engineering,

simulation, verification, validation, and testing services.

- Structure and negotiate staff augmentation, managed engineering services, turnkey projects, Statements of Work

(SOWs), and offshore development center (ODC) engagements.

- Assess supplier technical depth, capacity, quality, delivery risk, pricing models, and intellectual property provisions.

Contingent Workforce & Professional Services

- Own sourcing strategies for contract engineering, IT specialists, qualified services, contract-to-hire, and workforce augmentation across APAC.
- Manage staffing suppliers, rate cards, competitive bidding, SLAs, workforce compliance, vendor consolidation, and supplier scorecards.
- Partner with HR, Talent Acquisition, Engineering, and business stakeholders on demand forecasts, onboarding controls, and workforce cost optimization.

Software, IT & Technology Procurement

- Lead commercial sourcing for enterprise software, SaaS, cloud services, engineering applications,



and IT professional services.
- Negotiate license subscriptions, renewals, maintenance, enterprise agreements, and commercial terms for CAD/CAE,

PLM, ALM, simulation, and development platforms.

- Partner with IT, Legal, Cybersecurity, and Engineering to manage licensing compliance, supplier security, data protection, and total cost of ownership.

APAC Strategy, Supplier Governance & Leadership

- Develop regional category plans, RFx processes, supplier qualification standards, and strategic supplier relationships aligned with global procurement policy.
- Lead regional procurement professionals and engage cross-functional leaders on sourcing priorities, business continuity, and supplier performance.
- Deliver measurable savings, contract coverage, cycle-time improvements, supplier innovation, ethical sourcing, and applicable export-control compliance.

INDIRECT PROCUREMENT | APAC 2

REQUIRED QUALIFICATIONS

- Bachelor's degree in Engineering, Supply Chain, Business, or a related field; MBA preferred.
- 15–20 years of procurement and strategic sourcing experience, including senior leadership in indirect procurement.
- Deep commercial experience in engineering services, contingent workforce, software licensing, and IT services.
- Demonstrated success negotiating complex MSAs, SOWs, software agreements, and multimillion-dollar regional or global contracts.
- Strong stakeholder leadership, category management, financial analysis, supplier risk, and APAC market knowledge.

PREFERRED QUALIFICATIONS

- Experience in aerospace, defense, automotive, industrial engineering, or technology-intensive multinational environments.
- Knowledge of SAP Ariba, Coupa, SAP S/4HANA, or similar procurement systems; CPSM, CIPS, or CSCP certification is an advantage.
- Familiarity with aerospace supplier governance, cybersecurity, data protection, and applicable export controls.
