Job Purpose To manage client billing activities for Highway HAM projects, ensuring accurate preparation and submission of client bills, measurement records, and supporting documentation in accordance with contract conditions, project specifications, and client requirements. The role will also involve coordination with project execution, planning, and commercial teams to ensure timely certification and realization of submitted bills.

Key Responsibilities

Client Billing & Certification

- Prepare, review, and submit client bills, including Running Account (RA) bills, in accordance with contractual provisions and project requirements.
- Ensure accurate preparation of bills based on approved measurements, quantities executed, and applicable BOQ items.
- Follow up with the client, Authority Engineer, and relevant stakeholders for timely verification, certification, and approval of bills.
- Maintain records of submitted bills, certified amounts, deductions, and outstanding payments.

Measurement & Documentation

- Verify site measurements, joint measurement records, and Measurement Books (MBs) against actual work executed.
- Coordinate with the execution and survey teams to ensure accurate measurement and documentation of completed work.
- Compile supporting documents, including test reports, inspection records, approved drawings, and other documents required for billing.
- Ensure proper documentation and traceability of all billing submissions.
- Contractual & Commercial Compliance
- Review BOQ items, contract conditions,



and applicable billing provisions to ensure compliance with project requirements.
- Monitor variations, extra items, deviation statements, and additional claims, ensuring appropriate approvals and supporting documentation.
- Track applicable price adjustments, recoveries, deductions, and other contractual billing provisions, wherever applicable.
- Identify billing discrepancies and coordinate with concerned teams for timely resolution.
- Coordination & Reporting
- Coordinate with the Project Head, Planning, Execution, QA/QC, Survey, and Commercial teams for timely collection and validation of billing data.
- Prepare periodic reports on bills submitted, bills certified, pending certification, and outstanding amounts.
- Maintain a systematic billing tracker and highlight delays, discrepancies, and pending approvals to the reporting manager.
- Support reconciliation of executed quantities, billed quantities, and certified quantities.

- Highway HAM Project Requirements
- Handle client billing activities in a Highway HAM project workplace, with a sound understanding of relevant contract conditions and payment mechanisms.
- Understand the billing and certification requirements applicable to the project, including milestone-based payments and other contractual payment provisions, wherever applicable.




- Coordinate with the client and Authority Engineer for measurement verification, certification, and resolution of billing-related observations.

Educational Qualification

- Diploma or Bachelors degree in Civil Engineering from a recognized institution.

Experience & Technical Requirements

- 58 years of relevant experience in client billing for highway or road infrastructure projects.
- Mandatory experience in a Highway HAM (Hybrid Annuity Model) project.
- Hands-on experience in preparation and submission of RA bills, measurement verification, BOQ reconciliation, and bill certification.
- Working knowledge of Measurement Books (MBs), quantity calculations, contractual billing procedures, and supporting documentation.
- Proficiency in MS Excel and preparation of billing reports and trackers.
- Good understanding of highway construction activities, drawings, specifications, and relevant contract provisions.

Preferred Candidate Profile Candidates with 58 years of relevant experience in client billing and a proven track record of working on Highway HAM projects will be preferred. The candidate should be capable of independently managing billing documentation, coordinating with client representatives and the Authority Engineer, and ensuring timely submission and certification of bills.
