Job title: Assistant Manager (Estimation & Contracts)

Location: Panchkula, Haryana (Head Office) with PAN India site visits as required.

UTIPL executes government infrastructure contracts across water supply, irrigation, dams, canals, buildings, agro silos and hydroelectric projects. We are looking for an Assistant Manager who will own estimation and subcontract packaging, from reading the drawings to issuing a clean BOQ. This is a hands-on technical-commercial role. It is not claims, arbitration or contract administration.

What you will do

- Read structural and hydraulic drawings and prepare traceable quantity take-offs
- Build detailed rate analyses from first principles (material, labour, plant, fuel, overheads)
- Define sublet packages and draft BOQs, specifications, scope and measurement rules
- Benchmark subcontractor quotes against UTIPL’s own analysed rates and support tender comparison and negotiation
- Verify subcontractor measurements and running bills
- Track budget versus committed cost by package and report variances




- Support bid estimation for new tenders

What we are looking for

- B.E. / B.Tech in Civil Engineering (M.Tech in Structures, Water Resources or Hydraulics preferred)
- 4–8 years in estimation, rate analysis and BOQ work at an EPC or infrastructure contractor
- Hands-on experience with subcontract packaging or sublet BOQs
- Working knowledge of CPWD/Respective state Schedule of Rates
- Advanced Excel and AutoCAD; WaterGEMS or take-off software is a plus
- Experience on water supply, irrigation or dam projects is a robust advantage
