Experience Required

- Minimum 5 years of experience in developing and implementing eLearning programmes, digital learning solutions, or capacity-building initiatives.
- Demonstrated experience in learning programmes related to technology, digital transformation, e-governance, digital public infrastructure or public policy.
- Hands-on experience with Learning Management Systems (LMS) such as Moodle, Blackboard, Talent LMS, or similar platforms. Experience with eLearning authoring tools such as Articulate, Adobe Captivate, or equivalent tools.
- Experience in instructional design, digital content development, learner engagement, and learning evaluation.
- Experience delivering capacity building for government, public-sector or multilateral audiences, including in more than one country. Experience working with international organisations, development agencies, think tanks or universities on digital or policy learning programmes.




- Experience in working with Subject Matter Experts and cross-functional stakeholders to develop learning content and programmes.
- Knowledge of learning analytics, learner assessment, and programme evaluation.
- Robust stakeholder management and collaboration skills.
- Strong analytical, problem-solving, and project management capabilities.
- Ability to manage multiple learning projects and deliverables within defined timelines.
- Willingness and ability to adopt emerging digital learning technologies and innovative skilling approaches.
