A Planning & Billing Engineer for a hospital construction project manages project schedules, progress tracking, cost controls, quantity surveying, and financial invoicing (client and subcontractor billing) tailored to the strict compliance, MEP (Mechanical, Electrical, and Plumbing) integration, and phased handover requirements of healthcare infrastructure. In a hospital project—which involves complex cleanrooms, medical gas pipelines, specialized electrical loads, and strict regulatory approvals—this role ensures timely tracking of milestones and accurate, dispute-free billing. [1, 2, 3]Key Responsibilities1. Project Planning, Scheduling & Progress Monitoring

- Master Schedule Development: Create and update master project schedules using tools like Primavera P6 or MS Project from construction through commissioning. [1, 2]
- Progress Tracking: Monitor daily, weekly, and monthly physical progress against the baseline schedule. [1, 2]
- Delay Analysis: Identify critical path delays, bottlenecks, or slippages, and assist the project manager in formulating recovery plans. [1]
- MIS & Reporting: Generate Daily Progress Reports (DPR), Weekly Progress Reports (WPR), and Monthly Progress Reports (MPR) for management and client review. [1, 2]

2. Billing & Quantity Surveying (QS)

- Bill of Quantities (BOQ): Prepare, manage, and review BOQ items based on architectural, structural, and MEP/HVAC drawings. [1, 2]
- Site Measurements: Conduct joint site measurements with client consultants and record data in Measurement Books (MB). [1, 2]
- Client & Subcontractor Billing: Prepare Running Account (RA) bills, advance bills,



and final bills for the main client as well as specialized trade contractors/subcontractors. [1, 2]
- Variation & Extra Items: Track, price, and document extra items, deviations, or site change orders in line with contract terms. [1, 2]

3. Cost Control & Reconciliation

- Material Reconciliation: Perform regular material consumption and reconciliation statements (cement, steel, specialty hospital finishes, piping) against theoretical BOQ quantities.
- Rate Analysis: Conduct rate analysis for non-tendered or additional items.
- Budget Monitoring: Track actual expenditures against project budgets and assist in commercial forecasting. [1, 2, 3, 4]

4. Coordination & Compliance

- Inter-Departmental Liaison: Coordinate closely with site engineers, procurement, accounts, and quality control teams.
- Hospital-Specific Coordination: Address specialized requirements such as medical gas pipeline systems (MGPS), OT (Operation Theatre) modular partitioning specs, and cleanroom/NABL compliance standards.
- Contractual Documentation: Maintain systematic archives of drawings, work orders, extensions of time (EOT) claims, correspondence, and bill sign-offs. [1, 2]

Required Qualifications & Skills

- Education: Bachelor’s Degree or Diploma in Civil Engineering. [1, 2]
- Experience: 3 to 7+ years of hands-on experience in planning and billing, with prior exposure to large commercial buildings, institutional, or hospital construction projects preferred. [1, 2]
- Software Proficiency:
- Scheduling: Primavera P6, MS Project
- Technical/Office: Advanced MS Excel, AutoCAD
- Enterprise: ERP or construction billing software familiarity [1, 2]
- Technical Knowledge: Strong command over Bar Bending Schedules (BBS), quantity surveying, IS codes, rate analysis, and contract administration. [1, 2]
