Role summary

The Chief Engineer owns the delivery of all our projects on cost, time, quality and safety, and builds the engineering department that does it. He heads a team of about 49 people across three current projects worth ₹450 cr in construction cost and ₹1,024 cr in revenue. With new projects starting, the department will handle ₹500–600 cr of construction in the next 12 months, and the team will grow with it.

Key responsibilities

1. Budgeting, estimation and cost control

- Prepare a complete project budget from start to handover: BOQ for every item, rate analysis, and material and labour costs.
- Own quantity surveying: quantity takeoffs, measurement as per IS 1200, and payment certification.
- Run cost control against budget every month, with variance explained item by item.
- Drive value engineering without reducing quality or customer value.
- Maintain an internal rate database for materials, labour and subcontracts, updated every quarter.
- Run material reconciliation (steel, cement, RMC, blocks, aluform) with agreed wastage limits.

2. Tendering, procurement and contracts

- Run tenders: scope, BOQ, comparative statements and negotiation.
- Set up rate contracts for repetitive items and an approved vendor list of at least 3 vendors per category.
- Link the procurement schedule to the construction programme so material arrives before it is needed.
- Administer contracts: variations, extensions of time, claims, final accounts and contractor closures.
- Support the company in disputes and arbitration with records and analysis.

3. Planning and site execution

- Prepare the master programme for each project, with S-curves for progress and cash flow.
- Plan site logistics: where material is stored, where steel is loaded, crane and hoist positions, and where construction starts, in line with Vastu guidance where the company applies it.
- Manage the aluform cycle: slab cycle time, repetitions, shuttering inventory and wastage.
- Manage plant and machinery: utilisation, and rent-versus-buy decisions.

- Oversee temporary works, excavation support and the interpretation of soil reports.

4. Design coordination

- Review architectural, structural and MEP drawings and resolve clashes before they reach site.
- Run the drawing release schedule and RFI process with consultants.
- Guide the project coordinators who handle design coordination alongside compliance.

5. Quality and safety

- Set up the QA/QC system: inspection test plans, mix designs, cube registers, NABL lab testing and third-party audits.
- Apply ISO-style documentation and SOPs across all quality processes.
- Own site safety: statutory compliance, safety audits, toolbox talks and incident reporting.

6. Regulatory and statutory compliance

- MahaRERA: the engineer's certificate (Form 2) for escrow withdrawals and quarterly progress updates.
- Labour: BOCW registration, labour cess, contractor licences and checks that contractors pay PF and ESIC.
- Environmental: EC conditions, MPCB consents, STP and rainwater harvesting.
- Authority approvals with PMC/PCMC, together with the liaison and compliance team.

7. Handover and after-sales

- Snagging, handover to buyers, and the defect liability system for the 5-year RERA period.
- Handover to facility management: as-built drawings, O&M; manuals, warranties and AMCs.
- Coordinate with sales and CRM on customisation requests, sample flats and possession dates.

8. Team, systems and technology

- Build, hire and lead the department (team structure below).
- Write and enforce SOPs for every repeated process, and keep documentation complete.
- Train and upskill existing staff, including the current billing manager.
- Drive ERP discipline, digital site reporting, and the use of AI tools and new roles in the department.
- Run a lessons-learned review at the end of each project.

9. Reporting to management

- A monthly MIS report to the Managing Director: progress, cost, cash flow, quality, safety and top risks.
- A risk register for each project, with an owner and mitigation for each risk.
