Technical Manager-Engineering, Instrumentation & Control (District Cooling System)

About the Role

We are looking for an experienced Technical Manager – Engineering (Instrumentation & Control) to lead the design, review, implementation, testing, and commissioning of Instrumentation,

Automation, PLC, and SCADA systems for District Cooling System (DCS) projects.

The role will be responsible for ensuring reliable, effective, and cost-effective control systems across District Cooling Plants (DCP), Energy Transfer Stations (ETS), Thermal Energy Storage (TES), and chilled water distribution networks. The ideal candidate should possess strong expertise in industrial automation, HVAC controls, PLC/SCADA systems, field instrumentation, and communication networks.

Key Responsibilities

Engineering & Design

- Review and validate control system architecture, instrumentation designs, material submittals, shop drawings, and method statements.
- Develop and optimize Instrumentation & Control (I&C;) systems to ensure high reliability, operational efficiency, and cost effectiveness.
- Review and implement instrumentation details on P&IDs; and engineering drawings.
- Prepare technical specifications, requisitions, and evaluate vendor/OEM proposals.
- Support preparation of CapEx and OpEx estimates for automation and instrumentation systems.

Automation & Control Systems

- Review PLC, SCADA, HMI, and automation software programs, logic, functionality, and system architecture.
- Ensure seamless integration of instrumentation,



automation, and monitoring systems.
- Participate in technology improvements, automation initiatives, and digital transformation projects.
- Ensure compliance with applicable engineering standards, codes, and industry best practices.

Testing & Commissioning

- Lead Testing & Commissioning (T&C;) activities for:
- District Cooling Plants (DCP)
- Energy Transfer Stations (ETS)
- Thermal Energy Storage (TES)
- Chilled Water Distribution Networks
- Conduct inspections and performance validation of field instrumentation and control systems.
- Support troubleshooting, optimization, and operational readiness activities.

Communication Networks & Systems

- Manage industrial communication networks including:
- Modbus
- Profibus
- OPC
- Industrial Ethernet
- Review and support Fiber Optic network installations and integration.

Stakeholder Management

- Coordinate with project teams, engineering disciplines, consultants, contractors, OEMs, and service providers.
- Provide technical support to project execution and operations teams.
- Collaborate with cross-functional stakeholders to ensure successful project delivery.

Desired Candidate Profile

Education





- Bachelor's Degree in Instrumentation Engineering, Electronics Engineering, Electrical Engineering, Automation Engineering, or related discipline.

Experience

- 8-12+ years of experience in Instrumentation & Control Engineering.
- Hands-on experience in PLC, SCADA, HMI, and industrial automation systems.
- Experience in testing, commissioning, and troubleshooting of industrial control systems.
- Experience in District Cooling, HVAC, Utility Plants, Chiller Plants, Industrial Utilities, Water Infrastructure, or Process Plants preferred.
- Experience with medium to large District Cooling Plants and HVAC control systems will be an added advantage.
