Experience: minimum 3 years. Age and years are flexible for the right profile, but the experience must be relevant (government and infrastructure projects). Open to men and women.

About the role
This is not an accounting, audit or tax role. We need a CA who can take a project idea (roads, bridges, civil and public infrastructure, technology, sustainability) and turn it into a financially structured, government-ready proposal: DPR, financial model, approval notes, committee and senior-officer presentations, and tender documents. The person works directly with the Promoter / MD and management across the whole project life: concept, structuring, feasibility, DPR, financial model, government proposal and approvals, RFP and bid, contract financial review, and implementation monitoring.
Key responsibilities
- Work with senior management to turn a project idea into a structured proposal: objectives, scope, capital need, revenue model, government and private obligations, implementation plan.
- Compare project structures: government-funded, PPP (BOT, DBFOT, DBFOO, DBFOM, concession), annuity or availability payment, user fee, hybrid, Viability Gap Funding.
- Lead or support DPRs and feasibility studies: need and demand, project sizing, CAPEX and OPEX, revenue, funding, phasing, risks, sensitivity and scenario analysis, implementation roadmap.
- Build detailed financial models: CAPEX, OPEX, revenue, financing and debt-equity, working capital, tax, P&L;, balance sheet, cash flow, project and equity IRR, NPV, DSCR, payback, escalation, scenarios. Models must hold up in discussions with government, banks and investors.
- Prepare government proposals and approval papers: concept notes, administrative and financial approval proposals, cost-benefit and value-for-money analysis,
government financial exposure, funding proposals, and replies to observations from Finance, Planning, Law and other departments.
- Support presentations to high-powered, empowered, finance and steering committees, and to Secretaries and other senior officers: executive financial summaries, project economics, risk allocation, decision matrices.
- PPP and transaction advisory: option analysis, bankability, risk allocation, payment and revenue-sharing mechanisms, concession period, termination payments, guarantees and securities, escrow and payment waterfall, change-in-law impact.
- Support the tender and bid process: EOI, RFQ, RFP, qualification and financial criteria, bid and performance security, evaluation (including QCBS), pre-bid queries, corrigenda, bid comparison, negotiation, financial closure.
- Review the financial side of project contracts with legal and technical advisors: payments, milestones, penalties, liquidated damages, escalation, guarantees, insurance, change in scope or law, force majeure, compensation events. The role does not replace legal counsel.
- Evaluate projects the company is considering: returns, capital commitment, cash flow, downside, government receivable and concentration risk. Give a clear call: invest, restructure, negotiate, partner, defer or reject.
- Prepare management and government presentations and decision notes, and explain complex models in a simple, decision-oriented way.
- Coordinate with technical consultants, engineers, technology companies, legal advisors, government departments, project management consultants, banks, investors and consortium partners; bring their inputs into one financial and commercial architecture.
- Handle several projects at different stages together,
from a 2-page concept note to a full DPR, financial model, approval package and RFP.
- Track project financials during implementation through monitoring dashboards.
Who we are looking for
- A CA with experience in government transaction advisory, PPP or infrastructure advisory, project finance, government PMU / PMC work, Big Four government and infrastructure advisory, or infrastructure consulting.
- Has worked with Maharashtra State Government departments or public bodies (for example a State transport corporation such as MSRTC) and has presented to Secretaries and senior officers. Understands how a proposal moves inside the Maharashtra government system, including local language and working culture.
- Hands-on exposure to road, bridge and civil / government construction projects: project planning, DPRs and analytics.
- Candidates whose experience is mainly statutory audit, GST, income tax, bookkeeping or routine accounting are not suitable.
Skills
- Essential: advanced Excel and financial modelling; project finance; IRR, NPV, DSCR; DPR and feasibility studies; PPP financial structuring; government proposal writing; strong PowerPoint and written English.
- Preferred: government procurement (GFR and State procurement rules), concession agreements, QCBS, Viability Gap Funding, government approval processes, public-sector financial evaluation.
- Qualities: analytical, commercially minded, structured, hands-on with Excel, comfortable with senior government officers, entrepreneurial (can work on a concept before it becomes a project), able to manage several projects.
What success looks like Success is not the number of accounting reports. It is taking a project from "this is an engaging idea" to "this is a financially structured, commercially viable, government-ready and procurement-ready project". Over time the person becomes a trusted financial and commercial advisor to management, owning the financial architecture of several government and PPP initiatives from concept to implementation.Role & responsibilities
