About the role
We are looking for a Solution Architect to architect and solution large-scale digital solutions built on the DIGIT platform, with a primary focus on Public Finance Management (PFM). The role sits at the intersection of product, technology and government—translating complex business and policy requirements into scalable, reusable and implementation-ready solutions. You will work with government stakeholders, development partners, product and engineering teams, and implementation partners across the lifecycle from discovery and solution design through development, UAT, go-live and stabilisation. The role also provides technical advisory to governments and development partners and contributes to the architecture and evolution of DIGIT Studio and shared DIGIT platform capabilities.
Key responsibilities
1. PFM Solution Architecture & Product Solutioning
• Lead end-to-end solution architecture for PFM products and digital solutions on DIGIT.
• Work with government, development partners, product and programme teams to understand business processes, user needs, data requirements and operational constraints.
• Translate requirements into scalable solution designs covering services, APIs, data models, workflows, integrations, security and auditability.
• Determine whether requirements should be addressed through existing DIGIT capabilities, configuration, product extensions, reusable components or new services.
• Define HLDs, solution blueprints and, where required, LLDs for complex components and integrations.
• Ensure solutions are modular, API-driven, configurable, reusable and interoperable, with minimal implementation-specific customisation.
• Identify key architectural risks, dependencies and trade-offs and document significant decisions through Architecture Decision Records. 2. DIGIT Platform & Studio Architecture
• Drive reuse of DIGIT core services and shared platform capabilities across Products and other solutions.
• Define and review patterns for service boundaries, APIs, workflows, data exchange, identity and access management, notifications, audit, persistence, search and external integrations.
• Ensure implementation-specific requirements are addressed through configuration or reusable extensions wherever possible.
• Contribute to the evolution of DIGIT Studio as a platform for configuring, composing and extending DIGIT-based applications.
• Review Studio architecture for extensibility, configurability, multi-tenancy, performance, accessibility, security and integration.
• Define how Studio-configured solutions interact with DIGIT core services and shared platform capabilities.
• Identify common capabilities that can become reusable platform components.
• Ensure architecture supports sustainable evolution, versioning and upgrades without platform fragmentation or tight coupling. 3. Technical Advisory & Partner Governance
• Act as a technical advisor to government departments, development partners and programme leadership during discovery, solution definition and implementation planning.
• Explain solution options, technical trade-offs, dependencies, integration requirements, security considerations and operational implications to technical and non-technical stakeholders.
• Lead technical workshops, solution walkthroughs, architecture reviews and technical discussions.
• Provide technical direction to internal engineering teams and implementation partners.
• Review partner architecture, solution designs, API contracts and key technical decisions, and provide architecture sign-off where required.
• Establish architecture checkpoints across design, development, UAT and production readiness.
• Ensure implementation partners adhere to agreed architecture, engineering, quality and production-readiness standards.
• Work with product and programme teams to identify technical dependencies, sequence delivery and define critical paths. 4. Non-Functional Architecture, Security & Operations
• Define and validate requirements for scalability, availability, performance, resilience, disaster recovery, observability, backup/restore and capacity planning.
• Define integration patterns covering retries, timeouts, circuit breakers, idempotency, asynchronous processing, reconciliation and schema/version management.
• Ensure solutions incorporate appropriate security, privacy, access control and auditability requirements.
• Work with InfoSec, DevOps and engineering teams to identify and address architecture-level security and operational risks.
• Ensure solutions are designed for reliable operation in large-scale, multi-tenant and multi-instance production environments. 5. Architecture Standards & Engineering Enablement
• Develop and maintain reference architectures, reusable patterns, solution templates, design guidelines and architecture checklists.
• Maintain Architecture Decision Records and architecture documentation required for consistent technical decision-making.
• Conduct architecture and engineering enablement sessions for internal teams and implementation partners.
• Mentor engineers and technical leads on architecture, solution design and engineering practices.
• Contribute to improving architecture and solutioning standards across eGov and the DIGIT ecosystem.
• Promote appropriate use of AI-assisted engineering and emerging technologies where they provide practical value, with appropriate quality, security, privacy and human-oversight guardrails. Required Skills & Experience Experience
• Bachelor’s degree in Engineering, Computer Science, Information Technology or a related field.
• 8–12 years of experience in software engineering, solution architecture, enterprise architecture or technical leadership.
• Proven experience designing and delivering large-scale, distributed digital platforms or enterprise solutions.
• Experience translating complex business and process requirements into scalable technology solutions.
• Experience working directly with senior technical and business stakeholders.
• Experience working with government, public-sector, development-partner or multi-vendor ecosystems is highly preferable.
• Experience providing technical direction and mentoring to engineering teams and implementation partners. PFM / Domain Competency
• Strong understanding of Public Finance Management processes and digital government finance systems is preferred.
• Ability to understand complex government processes and translate them into configurable and interoperable digital solutions. Technical Competency
• Strong expertise in microservices, API-driven and distributed-system architecture.
• Strong understanding of Java/Spring Boot or similar enterprise back-end technologies, REST APIs and integration patterns.
• Experience with PostgreSQL or other relational databases and data modelling.
• Robust understanding of cloud-native architecture, containers, Kubernetes, CI/CD, observability and production operations.
• Working knowledge of Git, Maven, Jenkins, YAML/JSON and OpenAPI/Swagger.
• Experience designing integrations with external, departmental and legacy systems.
• Understanding of multi-tenancy, configuration-driven platforms and platform engineering.
• Knowledge of Elasticsearch,
Node.js and React.js or comparable technologies is an advantage.
• Exposure to Digital Public Infrastructure / Digital Public Goods is an advantage.
• Exposure to LLM APIs, RAG or agentic frameworks is an advantage. Architecture & Solutioning Skills
• Ability to evaluate solution options and articulate trade-offs, assumptions, risks and dependencies.
• Strong understanding of reusability, extensibility, configuration-over-customisation and platform architecture.
• Strong understanding of SDLC, DevOps, release management and production-readiness practices.
• Ability to rapidly prototype and validate solution approaches.
• Solid documentation skills, including HLD/LLD, architecture diagrams, API contracts and Architecture Decision Records. Communication & Stakeholder Skills
• Strong communication skills with government officials, development-partner leadership, product and programme teams, engineers and implementation partners.
• Ability to simplify complex technical concepts and facilitate technical decision-making.
• Strong collaboration skills across multidisciplinary teams.
• Experience conducting architecture reviews, technical workshops, solution walkthroughs and enablement sessions.
• Alignment with open-source, Digital Public Good and citizen-centric technology principles. Role: Solution Architect
