You will be the main point of contact for our subcontractor partners across 95+ countries. You will make sure we can source, onboard and deploy qualified L1/L2 EUC and Enterprise resources quickly, in compliance with local rules and to ASPR's quality standards.
You will work closely with Delivery, Recruitment, Legal, Finance and Account teams, and you will have a direct impact on customer delivery and business growth.
Key Responsibilities:
1. Partner Identification & Onboarding
- Identify, evaluate and bring on new subcontractor partners in all regions (EMEA, APAC, Americas), with a focus on countries where coverage is thin or missing.
- Run full partner due diligence: company registration, financial stability, insurance, tax documents, references and service capability.
- Put Master Service Agreements (MSAs), NDAs, data protection agreements and rate cards inplace, working with the Legal and Finance teams.
- Register partners in ASPR's vendor systems and brief them on ASPR processes, SLAs, security policies and quality expectations.
- Maintain an up-to-date partner database covering country coverage, skill sets, capacity and performance history.
1. Partner Governance & Performance Management
- Set up and run a structured governance framework: regular business reviews (monthly/quarterly), scorecards and escalation paths.
- Track partner performance against KPIs such as time-to-fill, profile quality, SLA adherence, resource attrition and customer feedback.
- Categorise partners (e.g. strategic, preferred, on-demand) based on performance and coverage.
- Lead corrective action plans for underperforming partners, and plan for backups in criticalcountries.
- Make sure partners follow ASPR's ISO 27001 information security and data privacy requirements (including GDPR where applicable).
1. Commercial Negotiations
- Negotiate rate cards, payment terms, contract terms and volume-based pricing with partnersacross multiple currencies and markets.
- Benchmark rates by country and skill level to keep ASPR competitive while protecting margins.
- Support the pre-sales and bid teams with partner-backed pricing and country coverage confirmation for new customer opportunities.
- Handle contract renewals, rate revisions and commercial disputes professionally.
1. Resource Sourcing & Onboarding
- Share resource requirements (job descriptions, skills, location, start date) with the rightpartners, and make sure profiles arrive on time.
- Screen and shortlist candidate profiles from partners against customer requirements, and coordinate technical interviews with Delivery.
- Manage the onboarding of selected resources end to end: documentation, induction, access and tools, customer-specific training and first-day readiness.
- Track the resource pipeline and deployment status across all active requirements.
1. Local Compliance
- Make sure every engagement complies with the country's labour laws, working time rules, tax, work permits or right-to-work checks, and IR35-style or misclassification rules where they apply.
- Check that partners hold the required statutory registrations, insurance (e.g. public liability, professional indemnity) and employee benefits under local law.
- Work with the Legal team to spot and reduce compliance risks, especially in new or high-risk countries.
- Keep compliance records audit-ready for customer and ISO audits.
1. Background Verification (BGV)
- Make sure every selected candidate completes background verification before deployment, in line with customer and country requirements.
- Coordinate BGV checks (identity, education, employment history, criminal record where legally allowed, reference checks, drug screening where required) through partners or approved BGV vendors.
- Make sure BGV is carried out in line with local privacy and data protection laws.
- Track BGV status, close gaps and escalate adverse findings. No resource is deployed without BGV clearance.
- Keep BGV records securely for customer audits.
Required Skills:
- 10–12+ years of relevant experience in partner/vendor management, supplier management or global resource sourcing, preferably in IT infrastructure services, field services, EUC or IT staffing.
- Proven experience managing a multi-country subcontractor or vendor network (experience across EMEA, APAC and the Americas is a strong plus).
- Solid understanding of L1/L2 EUC and Enterprise IT roles (deskside support, IMAC, hardware break-fix, network support, and similar).
- Strong negotiation and commercial skills, including rate cards, contracts and SLAs.
- Working knowledge of international labour compliance, contractor engagement models and BGV processes.
- Experience running governance frameworks, KPIs and partner scorecards.
- Excellent communication and relationship-building skills with partners in different cultures and time zones.
- Solid organization skills, able to handle multiple urgent requirements at once.
- Good working knowledge of MS Excel and PowerPoint, and of vendor management or ATS tools.
