About the Role

We are looking for an experienced Senior Business Analyst to support enterprise business systems, ERP initiatives, and process improvement projects within a public-sector or utility environment. The ideal candidate will have robust experience in requirements gathering, business process analysis, system integrations, and stakeholder management, with exposure to Oracle Fusion Cloud or Oracle E-Business Suite (EBS).

The role involves working closely with business stakeholders, technical teams, and system vendors to translate business needs into functional requirements, support system enhancements, and ensure successful implementation through testing and user acceptance.

Key Responsibilities

- Conduct requirements elicitation through stakeholder interviews, workshops, and business consultations.
- Analyse existing business processes, identify gaps, and recommend improvements using process mapping techniques such as BPMN.
- Develop business requirements documents, functional specifications, user stories, acceptance criteria, and process flows.
- Support ERP implementations, enhancements, and integrations across Finance, HR, Procurement, and Supply Chain functions.
- Analyse integration requirements and prepare data mappings, interface specifications, and business rules for systems connected through an Enterprise Service Bus (ESB).
- Gather and document requirements for utility billing and customer-related business systems.
- Define business requirements for Power BI dashboards, reports, and data visualisations.




- Identify opportunities to streamline workflows using Microsoft Power Apps and SharePoint Online.
- Develop UAT strategies, test scenarios, test cases, and acceptance criteria; coordinate testing and defect resolution with business and technical teams.
- Assess the impact of proposed changes on business processes, systems, data, and end users.
- Support Privacy Impact Assessments (PIAs) for system changes involving personal information, where required.
- Prepare business documentation, facilitate knowledge transfer, and support change management and implementation activities.

Required Skills and Experience
- Minimum 8 years of experience as a Business Analyst working on ERP, enterprise business systems, public-sector systems, or utility-related projects.
- Strong experience in requirements elicitation, stakeholder management, business process analysis, and functional documentation.
- Hands-on experience creating process maps using BPMN or equivalent methodologies.
- Experience developing user stories, acceptance criteria, business requirements documents, and functional specifications.
- Understanding of ERP business processes, particularly Finance, HR, Procurement, or Supply Chain.
- Experience with system integrations, data mapping, interface requirements,



and data validation.
- Experience supporting UAT planning, execution, defect tracking, and business sign-off.
- Ability to gather and document requirements for Power BI reports and dashboards.
- Familiarity with Microsoft Office 365, SharePoint Online, and workflow automation using Microsoft Power Apps.
- Strong analytical, communication, documentation, and problem-solving skills.

Technical Environment

The project environment includes:

- ERP: Oracle Fusion Cloud for Supply Chain, HR, and Finance; Oracle EBS exposure is also relevant.
- Enterprise Integration: Enterprise Service Bus (ESB) and system-to-system integrations.
- Utility Billing: CentralSquare Tempest.
- Reporting & Analytics: Microsoft Power BI.
- Collaboration & Productivity: Microsoft Office 365 and SharePoint Online.
- Workflow Automation: Microsoft Power Apps.
- Privacy & Compliance: Privacy Impact Assessments for changes involving personal information, where applicable.

Preferred Qualifications
- Experience working in public-sector, municipal, county, or utility environments.
- Strong exposure to Oracle Fusion Cloud or Oracle E-Business Suite (EBS) implementations or enhancements.
- Experience with utility billing, customer information systems, or enterprise finance and procurement systems.
- IIBA CBAP or CCBA certification.
- Agile Business Analyst certification or relevant Agile delivery experience.
- Familiarity with data governance, privacy requirements, and enterprise data management.
