Refinery Project Leadership Opportunities – Myanmar

The Company

Our client is an established organization developing a major downstream energy project in Myanmar. The business is strengthening its project development and engineering leadership team to support the planning, design, construction, commissioning and operational handover of a significant refinery development.

The Positions

Project Director – Refinery (Civil background is must)

Lead the refinery project from concept, pre-FEED and FEED through EPC execution, construction, commissioning and operational handover. The role will oversee project strategy, budget, schedule, contractors, licensors, procurement, risk, project controls and performance acceptance. Candidates should bring 20–25 years of relevant experience, including at least eight years in senior project leadership, with proven delivery of major refinery or petrochemical developments, ideally 75,000–150,000 barrels per day or larger.

Technical / Engineering Director – Refinery Engineering Deliverables

(Mid/Downstream experience is must )

Provide overall technical and engineering leadership across refinery process design, technologies, equipment, utilities, storage and offsites. The role will lead pre-FEED, FEED and detailed engineering, technology evaluation,



multidisciplinary design reviews, process safety and engineering support through construction, commissioning and start-up. Candidates should bring 18–25 years of relevant experience, including at least six years leading multidisciplinary engineering teams, with solid refinery FEED, detailed engineering and EPC experience.

The Person

We are interested in senior engineering and project leaders with substantial experience delivering large-scale refinery, petrochemical or downstream energy developments. Candidates should demonstrate strong exposure to EPC management, multidisciplinary engineering, contractor and licensor coordination, project controls, process safety, commissioning and start-up.

Experience working across projects in Asia or the Middle East will be advantageous. For the Technical / Engineering Director position, experience with refinery optimization, condensate processing, evaluation of existing refinery facilities and collaboration with international licensors, EPC contractors or Chinese engineering institutes will be particularly valuable.

Both positions are based in Yangon, Myanmar and offer the opportunity to play a central leadership role in the development and delivery of a major refinery project from early-stage planning through commissioning and operational readiness.
