Key Expert – Technical Consultant: Primary Health Care, Health Policy and Health Systems Strengthening (Cat. II) Project: Technical Assistance to the Syrian Ministry of Health – Strengthening Institutional Capacity and Governance.

Damascus, Syria Indicative Start Date: 9 December 2026 Implementation Period: 14 months (indicative end date: 9 February 2028) NTU International is currently identifying qualified experts for the EU-funded project “Technical Assistance to the Syrian Ministry of Health – Strengthening Institutional Capacity and Governance.” The assignment aims to support the institutional strengthening and governance capacities of the Syrian Ministry of Health, contributing to more effective institutional performance, evidence-based decision-making, accountability and sustainable capacity development. In this context, we are seeking a highly qualified Key Expert – Technical Consultant: Primary Health Care, Health Policy and Health Systems Strengthening (Category II) to provide strategic and technical assistance to the Syrian Ministry of Health in strengthening primary health care (PHC), developing essential health service packages, improving health policy frameworks and supporting health system recovery in fragile and post-conflict settings. Qualifications and Skills Required
• Advanced university degree (Master’s degree or equivalent) in Public Health, Health Policy, Health Systems Management, Medicine, or a related field.
• Demonstrated technical competencies in Primary Health Care, Health Policy, Health System Strengthening, and Early Recovery in Fragile Settings.
• Excellent communication, facilitation and coordination skills,



including the ability to lead Technical Working Groups (TWGs) and coordinate with diverse humanitarian and development partners.
• Proficiency in the Microsoft Office Suite (Word, Excel, PowerPoint).
• Familiarity with health information systems (DHIS2) and the integration of Electronic Medical Records (EMRs) in primary health care settings. General Professional Experience
• Minimum 10 years of overall professional experience in public health and health system management. Specific Qualified Experience
• At least 5 years of specific professional experience in designing and implementing Essential Health Service Packages (EHSP) or natl. health benefits packages.
• Proven experience working in post-conflict, early-recovery or fragile settings, with a strong understanding of the transition from humanitarian health assistance to health system rebuilding.
• Demonstrated experience integrating Mental Health and Psychosocial Support (MHPSS) and nutrition into primary health care services.
• Experience working in Syria and/or the Eastern Mediterranean Region is desirable. Language Requirements
• Arabic: Fluent written and spoken proficiency – mandatory, to ensure effective coordination with Ministry of Health directorates, governorate health teams and local stakeholders.
• English: Proficiency is strictly required for communication and coordination with international NGOs, development partners and other international stakeholders.
