Job Purpose To manage end-to-end contract administration, tendering, vendor management, claims management, and dispute resolution activities for construction projects while ensuring commercial compliance, cost optimization, timely project execution, and effective stakeholder coordination.

Key Responsibilities

1. Contract Strategy & Planning

- Prepare and implement contractor strategy in line with the approved Work Contracts Plan.
- Review and update contract execution strategies based on project progress and business requirements.
- Support package planning, risk mitigation, and commercial management initiatives.

2. Vendor Management

- Develop and maintain robust relationships with contractors, vendors, and project partners.
- Execute vendor empanelment activities as per approved vendor management strategy.
- Conduct periodic vendor performance evaluations and recommend improvement actions.
- Drive vendor development initiatives and promote long-term strategic partnerships.

3. Tendering & Commercial Management

- Carry out pre-qualification of bidders for various trade packages.
- Prepare tender documents in coordination with consultants and internal stakeholders.
- Float tenders, manage bid receipt, tender opening, technical scrutiny, and commercial evaluation processes.
- Coordinate responses to pre-bid queries from bidders.
- Prepare pre-tender estimates and detailed rate analysis for key work items.
- Lead techno-commercial evaluation and negotiation of bids for package finalization.
- Coordinate Tender Committee approvals and internal documentation.
- Initiate Internal Office Memorandums (IOMs) in consultation with Project Head and Central Contracts Team.
- Issue LOIs, Work Orders, and execute Contract Agreements as per approved terms and conditions.

Contract Administration

- Conduct kick-off meetings with cross-functional teams and contractors.
- Manage contractual correspondence related to:

- Construction schedules

- Bank Guarantees

- Deviations and variations

- Quality and performance issues

- Recoveries and penalties

- Insurance and statutory compliance
- Prepare and issue Change Orders, Amendments, and Variation Orders.
- Coordinate with Planning, Procurement, Design, Execution, and Consultants for project-related inputs and documentation.
- Monitor contractor performance and ensure timely completion of contractual milestones.
- Maintain MIS records for all contract-related documents including tenders, work orders, amendments, guarantees, and insurance policies.
- Conduct weekly progress review meetings and issue MOMs with action trackers.
- Monitor drawing issue schedules and resource deployment schedules.
- Review contractor claims and coordinate for timely closure.
- Prepare delay analysis reports and maintain contract administration checklists.
- Ensure closure of contracts after completion of Defects Liability Period (DLP).

5. Claims & Dispute Management

- Analyse contractual claims and assess commercial implications.
- Support Arbitration and Dispute Resolution Board (DRB) proceedings.
- Prepare Statements of Facts and contractual documentation for arbitration matters.
- Coordinate with legal counsels and provide technical support in dispute resolution cases.
- Facilitate amicable settlement of contractual disputes wherever feasible.

Educational Qualification

- Bachelors Degree in Civil Engineering / Construction Management.
- Postgraduate qualification in Contracts Management or Project Management will be an added advantage.
