Job Summary

We are seeking an experienced Regulatory Expert to provide legal, regulatory, compliance, and Public–Private Partnership (PPP) advisory support to government departments under the PM SETU Project, which focuses on upgrading Industrial Training Institutes (ITIs) across India.

The ideal candidate should possess strong expertise in legal advisory, regulatory frameworks, government policies, contractual compliance, and PPP project management.

The candidate must have more than 12 years of overall professional experience, including at least 5 years of relevant experience and demonstrated contributions to a minimum of five large-scale PPP projects.

Key Roles & Responsibilities

1. Legal & Regulatory Advisory

- Provide legal, regulatory, and compliance advisory support to government departments.
- Interpret government policies, departmental guidelines, PPP frameworks, and statutory requirements.
- Provide legal opinions on regulatory matters, contractual obligations, and policy implementation.
- Ensure compliance with applicable laws, regulations, and government guidelines.

2. Public–Private Partnership (PPP) Management

- Support government departments in the implementation and management of PPP projects.
- Review PPP agreements, contractual commitments, and partnership governance frameworks.
- Ensure compliance with PPP regulations, contractual terms, and statutory obligations.
- Identify and mitigate legal and regulatory risks associated with PPP projects.

3. Contract Drafting & Management

- Draft, review, negotiate,



and finalize legal documents, including contracts, Memorandums of Understanding (MoUs), agreements, and tender documents.
- Conduct legal due diligence and review contractual obligations.
- Ensure the legal enforceability and regulatory compliance of contractual documents.
- Monitor contractual compliance and recommend corrective measures where required.

4. Government Coordination & Stakeholder Management

- Coordinate with government departments, ministries, regulatory authorities, and other stakeholders.
- Support government agencies in resolving legal, regulatory, and contractual matters.
- Facilitate stakeholder engagement and partnership governance.
- Assist in dispute resolution and safeguard departmental interests.

5. Compliance & Risk Management

- Monitor regulatory compliance across project activities.
- Conduct legal research and regulatory assessments.
- Identify potential legal risks and recommend appropriate mitigation strategies.
- Ensure adherence to government guidelines, statutory requirements, and contractual commitments.

Educational Qualifications

Required Qualifications:

- Company Secretary (CS) or Bachelor of Laws (LLB).
- Candidates with an LLB or a robust legal background will be given preference.

Experience Requirements
- Overall Experience: More than 12 years of professional experience.
- Relevant Experience: Minimum 5 years in legal, regulatory, compliance, contract management, or PPP-related assignments.
- PPP Experience: Mandatory involvement in at least five large-scale Public–Private Partnership (PPP) projects.
- Experience working with government departments, ministries, public-sector organizations, or government-funded projects is preferred.
