Pre-Startup Safety Review (PSSR) is a mandatory safety process conducted before introducing hazardous materials into new or modified facilities. The scope of work spans from initial preparation to final close-out, ensuring that "Plant, People, and Procedural" readiness is verified Vendor/Contractor
Scope of Work: Activities the individuals/team is supposed to carry out during their tenure
- PSSR Preparation (Planning & Documentation) The preparation phase focuses on assembling the team and gathering all necessary documentation to ensure the process meets design intent.
- Define Scope & Trigger: Identify the specific current, modified, or idled equipment/process requiring review.
- Team Assembly: Form a cross-functional team, including representatives from operations, maintenance, engineering, safety (EHS), and sometimes contractors.
- Documentation Gathering: Collect up-to-date Process Safety Information (PSI), including P&IDs;, PHA/HAZOP reports, MOC (Management of Change) documents, operating procedures (SOPs), and equipment manuals.
- Checklist Customization: Tailor the PSSR checklist to the specific project, ensuring it covers safety, technical, and environmental requirements.
- Action Item Categorization: Establish a risk-based system for prioritizing findings (e.g., Category A: MUST close before start-up; Category B: Can close after start-up)
- 2. PSSR Implementation (Execution) This phase involves field verification and rigorous testing to confirm the plant is safe for operation.
- Field Walk-through/Inspection: Physical inspection of the facility to verify that construction matches design, equipment is properly installed, and housekeeping is adequate.
- Safety Systems Testing: Verify the functionality of interlocks, alarms, emergency shutdown (ESD)
systems, relief valves, and safety shower/eyewash stations.
- Procedure Review: Ensure that operating, maintenance, and emergency procedures are in place, updated, and understood.
- Training Verification: Confirm that all personnel involved in operations and maintenance have received training on the new or modified process.
- Documentation of Findings: Record all deviations from safety standards, incomplete installations, or missing documentation in a formal report.
3. PSSR Close-Out (Authorization) The final stage ensures all risks are mitigated and formal authorization is given to start up.
- Corrective Action Resolution: Address all "must-fix" (Category A) items identified during the inspection.
- Final Sign-off: Authorized personnel (e.g., Plant Manager, Operations Manager) formally sign the PSSR documentation to certify that all requirements are met.
- Record Retention: Store completed PSSR reports, checklists, and action item logs in accordance with company and regulatory requirements for future audits.
- Post-Start Review: Conduct a review after startup to document lessons learned and refine future PSSR processes proprietary information all rights reserved for all countries.
A PSSR (Pre-Startup Safety Review) leader in industrial/process safety ensures that all safety, operational,
and maintenance procedures are in place before starting new or modified processes Requirement: Adherence to standard on PSSR for BF2/3, Sinter 2/3, RMHS, Coke oven, SMP3, HSM2 , BOP, Pellet plant and Beneficiation plant across Hazira and other sites.
Key Qualifications for a PSSR Leader:
- Experience & Knowledge: Fair understanding of the Steel Industry and its process technology, plant operations, and safety systems.
- Technical Background: Bachelor's degree in engineering or a related technical field with a minimum 10 years of experience in PSM and conducting PSSR activities
- Safety Training: Knowledge of Process Safety Management (PSM) principles, and certifications such as IOSH MS, NEBOSH, or Process Safety Fundamentals (CCPSf) will be an added advantage
- Leadership/Coordination Skills: Ability to coordinate across different disciplines (maintenance, engineering, operations) and manage the review, ensuring all findings are resolved.
- Regulatory Familiarity: Understanding of Local legal regulations or relevant local/international safety standards.
