JOB DESCRIPTION – BILLING ENGINEER

Job Responsibilities

1. Project Billing: Prepare and submit Running Account (RA) Bills, final bills, and contractor bills as per BOQ, drawings, specifications, and work orders.

2. Quantity Calculation: Calculate quantities of civil works, including RCC, concrete, earthwork, masonry, plastering, road work, culverts, drainage, and other structures.

3. BOQ Management: Prepare, check, and maintain BOQs, rate analysis, quantity abstracts, and item-wise billing statements.

4. Site Measurement: Coordinate with site engineers and supervisors to verify actual executed quantities and maintain Measurement Books (MB).

5. Client Billing: Prepare bills for submission to government departments, consultants, clients, and project authorities.

6. Subcontractor Billing: Verify subcontractor bills, labour bills, material consumption, and work quantities before processing payments.

7. Extra Item Billing: Prepare statements for extra items, deviation quantities, non-BOQ items, and rate approvals.

8. Documentation: Maintain proper records of work orders, drawings, measurements, bills, approvals, and supporting documents.

9. Reconciliation: Prepare reconciliation statements for cement, steel, concrete, and other construction materials wherever applicable.

10. Coordination: Coordinate with project managers, site engineers, accounts staff, and departmental engineers regarding billing and measurement issues.

Progress Monitoring: Maintain records of executed quantities, pending bills, bill submission dates, and payment status.

12. Software Skills: Use MS Excel, AutoCAD, and relevant billing or estimation software for quantity calculations and bill preparation.

Required Qualifications

* Diploma or B.Tech in Civil Engineering.

* Relevant experience in civil construction billing, preferably government projects.

* Knowledge of BOQ, SOR, MB, RA Bills, final bills, and quantity surveying.

* Good working knowledge of MS Excel

* Understanding of government tender documents, technical specifications, and billing procedures.

Required Skills

* Accuracy in quantity calculation and billing.

* Strong documentation and record-keeping skills.

* Ability to coordinate with site teams and departmental officials.

* Valuable communication skills and responsibility toward deadlines.

* Willingness to visit project sites whenever required.

* Timely and accurate submission of bills.

* Proper verification of executed quantities.

* Minimum billing errors and complete supporting documentation.

* Regular follow-up on bill approvals and pending payments.

* Proper maintenance of project-wise billing records.

Reporting To: Project Manager / Management

Note: The Billing Engineer will be responsible for ensuring that all project bills are accurate, properly documented, and submitted on time.

Pay: ₹300,000.00 - ₹480,000.00 per year
