About the Company

We are a specialized software house designing and delivering mission-critical communication solutions (Voice, Video, and Data) for Rail/Metro networks and Public Safety operations. With an established footprint across the Asia-Pacific region—including Singapore, Malaysia, Hong Kong, and Taiwan—as well as major deployments across Metros, Airports, and Refineries in India, we build resilient, high-availability software platforms that power vital public infrastructure.

Role Summary The Technical Project Manager (TPM – Grade II) serves as the crucial bridge between engineering execution and business delivery. In this role, your time will be split between:

40% Technical Governance: Architectural alignment, code quality reviews, engineering mentoring, and technical risk mitigation.

60% Delivery & Project Management: Sprint execution, client & stakeholder management, resource allocation, and milestone tracking.

Key Responsibilities & Deliverables

- Technical Governance & Engineering Oversight (40%)

Architectural Oversight: Partner closely with architects to design and validate scalable, high-availability Java solutions for critical communications (voice, video, and data communications, live location tracking, network monitoring, and third-party integrations via standard industry protocols).

Code Quality & Technical Mentorship: Conduct high-level code reviews, establish engineering best practices, unblock developers on complex technical hurdles, and chart out technical training programs for team upskilling.

Tech Debt & Vulnerability Management: Strategically balance new feature delivery with proactive refactoring, technical debt resolution, and security patching.

AI-Assisted Engineering: Advocate and operationalize modern AI developer tools across the SDLC for code review, test case and edge case generation, refactoring, debugging, and documentation—ensuring appropriate quality and governance guardrails.

- Project & Delivery Management (60%)

End-to-End Ownership:

Direct full-lifecycle project delivery using Agile methodology for recent solutions, add-on feature deliveries, and timely software issue resolution during warranty and maintenance phases.

Estimation & Planning: Leverage deep hands-on software development experience to deliver accurate effort estimations, milestone definitions, and predictable delivery schedules.

Stakeholder Communication: Act as the primary technical liaison for clients and business stakeholders, clearly communicating delivery status, scope adjustments, and technical trade-offs.

Process, Quality & Security Compliance: Follow company Quality Management (QMS) and Information Security Management (ISMS) frameworks, keeping records up to date and partnering with the Quality Manager to clear audits on time.

Required Skills & Qualifications

Must-Have Technical Expertise:

Java Ecosystem: Deep hands-on proficiency in Core Java, Spring Boot, Hibernate, etc.

System Design & Integration: Demonstrated experience designing distributed systems, RESTful APIs, and event-driven architectures (e.g., JMS).

Database Management: Solid understanding of relational databases (PostgreSQL, MySQL) and NoSQL stores (MongoDB, Redis).

Engineering Foundation: Proven track record with at least 4 years of hands-on Java project development.

Project Delivery & Process Skills:

Agile Leadership: Expert-level mastery of Scrum and Kanban methodologies, along with experience using Git repositories for tracking.

Data-Driven Delivery: Ability to monitor, analyze, and report on engineering health metrics.

Standards & Compliance: Working knowledge of ISO 9001 (QMS) and ISO/IEC 27001 (ISMS) or similar frameworks, with experience working on projects audited against them.

Good-to-Have / Preferred Qualifications:

Cloud & DevOps: Familiarity with cloud platforms (AWS, Azure, or GCP), containerization (Docker, Kubernetes), and CI/CD pipelines (Jenkins, GitLab).

AI Tooling: Hands-on experience with AI coding assistants (e.g., GitHub Copilot, Claude, ChatGPT) for code review, test generation, and debugging, with a clear understanding of their limits.

Certifications: PMP certification (valued, but not prioritized over raw technical capability).
