Role: Technical Manager / Buyer – Techno Commercial Procurement

Qualification: B.E./B.Tech (Mechanical / Electrical Preferred)

About the Role

We are looking for a Techno-Commercial Procurement qualified to support procurement activities for District Cooling and Infrastructure projects. The role will be responsible for strategic sourcing, vendor management, contract management, commercial negotiations, and procurement of Mechanical, Electrical, Instrumentation & Control (I&C;), CAPEX and OPEX requirements.

Key Responsibilities :

Strategic Sourcing & Procurement

- Manage end-to-end procurement activities for CAPEX, OPEX, materials, equipment and services.
- Review purchase requisitions and ensure completeness of technical and commercial requirements.
- Identify and evaluate potential suppliers through market intelligence and vendor assessments.
- Prepare RFIs, RFPs and tender documents.
- Lead technical and commercial evaluations of vendor proposals.
- Conduct commercial negotiations and e-auctions to achieve optimal cost and commercial terms.
- Prepare procurement recommendations and approval documentation.

Contract & Purchase Order Management:

- Draft and execute purchase orders, contracts and work orders.
- Manage contract amendments, change orders, extensions and variations.
- Ensure compliance with procurement policies and approval processes.
- Coordinate with internal stakeholders and vendors throughout the procurement cycle.

Vendor & Supplier Management:

- Develop and maintain strong supplier relationships.
- Conduct vendor performance assessments and scorecard reviews.
- Drive supplier improvement initiatives and performance enhancement programs.




- Support vendor onboarding, qualification and engagement activities.

Post Order & Logistics Management:

- Track order execution and resolve commercial issues.
- Coordinate logistics and delivery schedules.
- Monitor contract performance and facilitate contract closure activities.
- Support management of bank guarantees, performance guarantees and related documentation.

Data Analytics & Reporting:

- Analyze procurement spend, supplier performance and sourcing performance.
- Generate procurement MIS and reports.
- Identify cost optimization and process improvement opportunities.
- Support data-driven procurement decision making.

Desired Candidate Profile

Education:

- B.E./B.Tech in Mechanical Engineering, Electrical Engineering or related disciplines.
- Other Engineering disciplines may also be considered.

Experience:

- Experience in procurement, techno-commercial purchasing or sourcing functions.
- Exposure to infrastructure, utilities, district cooling, HVAC, EPC, energy, industrial or large-scale projects.
- Experience handling CAPEX and OPEX procurement.
- Knowledge of contract management, estimation and cost engineering practices
