Primary Responsibilities
Tender & Bid Management
Review Invitation to Tender (ITT), RFQ, RFP, client specifications, and contract requirements.
Analyze bid requirements and establish proposal execution strategies.
Participate in bid kick-off meetings and tender review sessions.
Prepare bid clarification registers and technical deviation registers.
Identify scope gaps, exclusions, assumptions, and commercial risks.
Proposal Engineering
Develop discipline-wise proposal deliverables and technical submissions.

Assumption Registers
Exclusion Lists
Compliance Matrices
Scope Matrices
Interface Matrices
Execution Philosophies
Coordinate multidisciplinary engineering inputs during proposal stages.
Estimation & Costing
Develop CAPEX estimates and EPC cost estimates.
Prepare:
Engineering Manhour Estimates
Procurement Cost Estimates
Construction Cost Estimates
Commissioning Cost Estimates
Offshore Installation Cost Estimates
Vendor Package Cost Evaluations
Review historical project databases for benchmarking and cost validation.
Develop cost breakdown structures and estimate summaries.
Material Take-Off & Quantity Assessment
Review and validate:
Bulk MTOs
Equipment MTOs
Structural Quantities
Piping Quantities
Cable Quantities
Instrument Quantities
Mechanical Equipment Quantities
Prepare estimation commodity sheets.




Vendor & Subcontractor Coordination
Prepare technical requisitions for budgetary quotations.
Review vendor budgetary proposals.
Conduct technical and commercial bid evaluations.
Coordinate with subcontractors for pricing and execution methodologies.
Risk & Chance Assessment
Participate in bid risk assessment workshops.
Identify technical, commercial, execution, logistics, and schedule risks.
Develop mitigation strategies and contingency requirements.
Support management reviews and bid approval processes.
Proposal Presentation & Management Review
Prepare management review presentations.
Develop bid summaries and executive reports.
Support client clarification meetings and technical discussions.
Shared Across Functionally
Coordinate with Engineering disciplines for scope definition and engineering estimates.
Work with Procurement teams for vendor quotations and budgetary pricing.
Coordinate with Construction teams regarding execution methodology and productivity norms.
Work with Project Controls teams for schedule development and resource planning.
Collaborate with Contracts & Commercial teams on commercial assumptions and contractual reviews.
Support Project Management teams during project handover after award.
Coordinate with Marine, Installation, Hook-Up & Commissioning teams for execution planning inputs.
Interface with Clients, Consultants, Vendors, and Subcontractors during bid stages.
