Remote (India Business Hours with occasional US team calls)
Key Responsibilities
* Design & Workshops: Facilitate discovery sessions and Design Workshops to gather requirements and present solution prototypes.
* Functional Configuration: Configure 220 contractual OPAL record types using Oracle Up-to-date Best Practices (Building Permits, Planning & Zoning, Code Enforcement, Business Licensing, Public Works, Fire, and Right-of-Way).
* Agile Deliverables: Maintain configuration workbooks, build user stories, and manage sprint backlog tasks.
* Testing & Cutover: Support End-to-End (E2E) testing, UAT, quarterly release updates, cutover plans, Hypercare, and production stabilization.
* Governance:
Execute deliverables strictly adhering to the Oracle True Cloud Method+ (TCM+) delivery methodology across Mobilize, Design, Localize & Validate, Go-Live, and Optimize & Innovate stages. Requirements & Qualifications
* Proven track record as a Functional Consultant in Oracle Permitting and Licensing (OPAL) or Oracle Community Development Cloud.
* Hands-on experience configuring public sector intake forms, workflows, fees, and record types.
* Practical knowledge of Oracle True Cloud Method+ (TCM+) or Oracle Unified Method (OUM).
* Strong background running client workshops, sprint planning, and writing detailed configuration workbooks.
