Role Overview:

We are seeking an experienced Regional HR Manager to oversee regional HR operations, contract labour management, manpower mobilisation, statutory compliance, and administration across multiple project sites.

The primary responsibility is to ensure the timely availability of skilled and unskilled manpower at project sites, preventing execution delays through effective manpower planning, strong labour contractor networks, and proactive coordination.

Key Responsibilities:

- Manpower Planning & Mobilisation: Plan, source, and deploy helpers, skilled/unskilled workers, technicians, and contract manpower based on project-site requirements, ensuring timely availability.
- Manpower Agency Management: Develop and maintain a strong network of labour contractors and manpower agencies, negotiate commercial terms, monitor performance, and establish backup sourcing arrangements.
- Regional HR Operations: Oversee recruitment, onboarding, attendance, payroll coordination, employee documentation, workforce retention, grievance handling, and employee relations.
- Statutory Compliance: Ensure adherence to applicable labour laws, EPF, ESI, minimum wages, contract labour regulations, contractor documentation, statutory filings, and audits.
- Administration & Facilities: Supervise regional administration, site facilities, transport, accommodation, housekeeping, and administrative cost control.
- Reporting & Coordination: Maintain site-wise manpower trackers,



monitor shortages and mobilisation timelines, and coordinate closely with project teams and management.
- Team Management: Lead and supervise the Admin/Facility Executive, HR/Compliance Executive, and Accounts Officer.

Candidate Requirements:

- Bachelor's degree in HR, Business Administration, or a related discipline. MBA/PG Diploma in HR preferred.
- 10–15 years of relevant experience in HR operations, contract labour management, manpower mobilisation, and administration.
- Experience in construction, electrical contracting, infrastructure, or project-based organisations preferred.
- Must have hands-on experience mobilising helpers, skilled/unskilled workers, and contract labour for multiple project sites.
- Robust existing network of manpower agencies and labour contractors is essential.
- Working knowledge of labour laws, EPF, ESI, statutory compliance, and contractor management.
- Strong negotiation, vendor management, workforce planning, and problem-solving skills.
- Proficiency in MS Excel and HR reporting.
- Good communication skills; Hindi-speaking proficiency will be an added advantage.
- Must be based at Oragadam and be flexible to travel frequently across multiple project sites as required.
