The role will involve identifying strategic business opportunities, evaluating tender requirements, developing competitive technical and commercial proposals, and managing submissions across government, private-sector, and international development procurement platforms. This is an opportunity for an experienced professional to contribute directly to SkyQuest's business growth by strengthening its pursuit strategy, proposal quality, and competitiveness in securing consulting and advisory assignments. THE ROLE As a Senior Bid & Proposals Professional, you will take ownership of the complete bid lifecycle, from opportunity identification and bid qualification to proposal development, submission, and post-submission coordination. You will work closely with leadership, subject matter experts, project teams, finance, and other internal stakeholders to develop high-quality, compliant, and competitive proposals. The role requires strong expertise in government procurement, tender management, technical and commercial proposal development, and the ability to manage multiple complex submissions within tight deadlines.

KEY RESPONSIBILITIES
• Identify and track relevant tenders, RFPs, RFQs, and EOIs across government, private-sector, and international development procurement platforms.
• Monitor government procurement portals, including GeM, CPPP, NIC,



state e-procurement portals, and relevant international tender platforms.
• Evaluate opportunities against organisational capabilities, eligibility criteria, strategic priorities, and submission requirements to support bid/no-bid decisions.
• Lead the end-to-end preparation of technical and commercial proposals, ensuring alignment with tender requirements and evaluation criteria.
• Review RFPs, RFQs, EOIs, and tender documents to identify eligibility conditions, compliance requirements, evaluation parameters, and potential disqualifiers.
• Develop comprehensive proposal documents, including technical narratives, bid summaries, compliance matrices, BOQs, financial bids, declarations, and supporting annexures.
• Coordinate with subject matter experts, project teams, and internal stakeholders to gather technical inputs, CVs, case studies, project credentials, and other supporting information.
• Manage bid submission processes across government portals, private procurement platforms, and international tender systems, ensuring timely and compliant submissions.
• Coordinate digital signatures, EMD/bid security, OEM authorisations, registrations, approvals, and other procedural requirements.
• Work closely with finance, legal, leadership, and technical teams to secure necessary approvals and sign-offs.
• Maintain a structured repository of proposal templates, company credentials, certificates, case studies, and supporting documentation.
• Conduct competitive research on previous bid outcomes, evaluation patterns, pricing benchmarks, and successful proposals to strengthen future bid positioning.
• Monitor submission status, maintain bid trackers, document outcomes,



and identify opportunities to improve proposal quality and success rates. QUALIFICATIONS AND EXPERIENCE Education
• Bachelor's degree in Business Administration, Management, Commerce, Agriculture, Engineering, or a related discipline.
• Master's degree in Business Administration, Management, Agriculture, or a related field will be an advantage. Professional Experience
• 6+ years of professional experience in bid management, proposal development, tender management, or business pursuits.
• Demonstrated experience independently managing end-to-end technical and commercial bids, from opportunity identification to final submission.
• Strong hands-on experience with government procurement portals, particularly GeM, CPPP, NIC, and state e-procurement platforms.
• Proven understanding of RFPs, RFQs, EOIs, eligibility requirements, compliance matrices, BOQs, and government procurement processes.
• Experience preparing technical proposals, financial bids, commercial documentation, and supporting annexures.
• Demonstrated ability to coordinate multidisciplinary teams and manage multiple submissions with competing deadlines.
• Strong written communication, proposal drafting, analytical, documentation, and stakeholder-management skills.
• Proficiency in MS Word, Excel, and PowerPoint, with robust document formatting and version-control capabilities. DESIRABLE EXPERIENCE
• Experience in agriculture, agribusiness, agritech, development consulting, research, or advisory assignments.
• Exposure to government consulting assignments and development-sector procurement processes.
• Experience working on donor-funded or international development assignments involving organisations such as the World Bank, Asian Development Bank (ADB), UN agencies, USAID, FCDO, GIZ, or similar institutions.
• Experience managing complex consulting, research, and advisory proposals rather than exclusively product or IT supply tenders. Familiarity with bid management tools, proposal repositories, and competitive intelligence practices.
