Skills:
• Graduate in Architecture or Civil Engineering with a post-graduate degree in Urban Planning / Urban Design or equivalent from a reputed institution (recognised by CoA / ITPI or equivalent); membership of ITPI or equivalent professional body preferred.
• Preferably 3-5 years’ experience in master planning, land use planning, and project management, with demonstrated exposure to urban township, mixed-use development, and industrial township / SEZ / industrial park projects.
• In-depth knowledge of statutory frameworks governing master plans and development plans including the Town and Country Planning Acts, Development Control Regulations (DCRs), National Building Code (NBC), SEZ Act and Rules, and relevant state urban development policies.
• Hands-on experience in preparation of Concept Plans, Master Plans, Layout Plans, Detailed Development Plans (DDPs), and Development Control and Promotion Regulations (DCPR) for large-scale projects.
• Sound knowledge of urban form and design principles including mixed land use zoning, FAR/FSI optimisation, plot sub-division, circulation hierarchy, open space networks, and green building frameworks.
• Experience in planning and design of industrial townships, SEZs, and integrated industrial parks including industrial plot layouts, processing and non-processing zone delineation, worker housing, social infrastructure, and utilities master plan.
• Familiarity with infrastructure capacity assessment for master plan areas including road network planning, water supply, drainage,



sewerage, solid waste, and social infrastructure (schools, healthcare, commercial nodes).
• Proficiency in GIS (ArcGIS / QGIS) for spatial analysis, land use mapping, and overlay studies; working knowledge of AutoCAD and SketchUp / Revit for layout preparation and 3D visualisation.
• Demonstrated project management skills including scope management, schedule planning, resource allocation, budget monitoring, and coordination of multidisciplinary teams.
• Experience in client management, government/authority liaisons, stakeholder consultations, public presentations, and preparation of DPR, EIA/EMP, and approval documentation.
• Should be familiar with MS Office (Word, Excel, PowerPoint, Project) and Outlook; knowledge of project management tools (MS Project) is an added advantage. Duties and

Responsibilities:
The main duties and responsibilities of the Asst. Manager
- Design will be, but not limited to, the following:
• Prepare master plans and development plans for urban townships, mixed-use developments, and industrial township / SEZ / integrated industrial park projects from inception to approval stage.
• Carry out site analysis, topographic and land use surveys, socio-economic studies, demographic projections, and demand assessments to establish the planning brief and development potential.
• Prepare Concept Plans and detailed Layout Plans including land use zoning, plot sub-division, circulation and road hierarchy, open space network, social and civic infrastructure nodes, and utility corridors.
• Develop planning parameters including FAR/FSI computations, density calculations, plot coverage, setback requirements,



and parking standards in compliance with applicable DCRs and statutory guidelines.
• For industrial township and SEZ projects: delineate processing and non-processing zones, industrial plot typologies (large/medium/small), warehousing and logistics zones, workers’ housing, commercial zones, and utility infrastructure areas in accordance with applicable SEZ Act/Rules and industrial park best practices.
• Integrate infrastructure master planning (roads, water supply, drainage, sewerage, power, telecom, solid waste management, and green infrastructure) with the physical master plan in coordination with domain specialists.
• Prepare Development Control and Promotion Regulations (DCPR) / Development Control Regulations (DCRs) and planning norms documents to accompany the master plan submission.
• Manage project delivery end-to-end as Project Manager: define work scope, prepare project schedules, allocate tasks across multidisciplinary teams (urban planners, architects, civil/infrastructure engineers, GIS specialists, environmental consultants), monitor progress, and ensure timely deliverable submission.
• Coordinate with and manage sub-consultants and specialist advisors engaged for the project; review and quality-check their outputs before submission.
• Serve as the primary point of contact for the project; manage day-to-day stakeholder communication, present planning concepts and progress updates, incorporate feedback, and resolve technical and contractual issues.
• Liaise with stakeholders, SEZ authorities, and local planning agencies for plan approvals, NOCs, and statutory clearances.
• Prepare and present Detailed Project Reports (DPRs), feasibility reports, planning rationale documents, and investment briefs for master plan areas.
• Provide planning inputs for preparation of EIA/EMP, social impact assessment, traffic impact assessment, and setting clearance applications as required.
• Carry out any other duties and responsibilities as assigned by the RM/ HOD.
