Role Context The Manager SCM Electrical Bought Out will be responsible for end-to-end procurement of electrical and electro-mechanical systems for hydro power projects. The role involves strategic sourcing, vendor development, cost optimization, logistics coordination, and close collaboration with internal stakeholders to ensure timely availability of materials within approved budgets.

Qualifications & Experience

B.E. in Electrical and Electronics Engineering with 12 to 15 years of experience in a project-oriented heavy engineering company.

- Depth knowledge in Electrical & Electronics components like Transformers, Generators, Substation, Power Panel, Control Panels, Battery Charger, Battery, UPS, DG Det. Spare parts, Motors, Drives, VFDs, MCBs, MPCB, Contactors, PLC, SCADA, Relays, Sensors, Cables, Cable Trays and Hydro Project components.
- Techno-commercial expertise in end-to-end planning, scheduling, procurement, purchasing, sourcing, and vendor development.
- Create the procurement strategy and plans based on corporate goals
- Develop a set of suppliers who are consistent with the BFL ideology
- Enroll key suppliers (A Class items) into sharing the risks and rewards associated with the BFL business.
- Build and sustain enduring relationships with the key stakeholders of the supply chain.




- Be responsible for manpower planning based on annual business plans.
- Build a robust pipeline of suppliers for each class of item and periodically evaluate supplier effectiveness.
- Institutionalize supplier development practices including assessing the quality infrastructure of suppliers.
- Support suppliers in the implementation of best practices and management methods to generate higher ROI for themselves and the organization.
- Monitor the purchase process of supplies.
- Negotiate with suppliers in order to obtain quality materials at best prices.
- Monitor and review the process of sending RFQs (Request for Quotation).
- Monitor validation of technical specifications of an offer made Review and make course corrections as required in quotations received from suppliers.
- Experience in hydro/power projects with strategic sourcing from Purchase Requisition to supplier payment reconciliation.
- Hands-on experience with ERP Materials Module including MSR, RFQs, PO generation, and pending PR reports.
- Proven ability to implement cost-reduction initiatives aligned with material procurement, production control, and project schedules.
- Strong knowledge of procurement documentation, procedures,



and coordination with Finance for timely supplier payments.
- Experience in sourcing strategy formulation, vendor identification and development, and supply chain optimization.
- Expertise in material, spares, and consumables management ensuring proper accounting and timely issue to production and sites.
- Solid interpersonal, analytical, and negotiation skills with a process-driven approach to achieve cost and organizational goals.
- Active coordination with vendors for documentation, payment follow-ups, and resolution of short receipt or billing issues.
- Experience in costing, negotiations, finalization, and release of purchase orders for hydro project bought-out items.
- Regular monitoring of cost-reduction activities and preparation of quarterly Cost vs Budget reports.
- Oversight of logistics and transportation activities.
- Coordination with internal teams and agencies for export/import documentation and compliance.
- Verification and review of export/import documents including invoices, packing lists, shipping bills, Bills of Entry, and Bills of Lading.
- Close follow-up with agencies to resolve customs queries and ensure smooth clearance.
- Sound knowledge of road-worthy, sea-worthy, and air-worthy packing standards and related certification requirements.
