Tendering Manager – Video Intelligence & CCTV

About the Role

This is a high-ownership, single-point-of-accountability role for all tendering activity at a lean startup — there is no large bid-office or support staff behind this person. You will source opportunities, qualify them, pull together everything needed for the bid, submit it, and drive it to close, while technical specs and BOQ come from the design/presales side. You'll report directly to the COO and will need to travel roughly 4–5 days a month for pre-bid meetings and relationship-building across bidding states.

What You Will Do

1. Source and track government and private-sector tenders on GeM, CPPP, state e-procurement portals, GeM reverse auctions and through direct enquiries
2. Screen and qualify tenders for eligibility (turnover, experience certificates, EMD thresholds, consortium requirements)
3. Manage the entire bid compilation — gathering inputs from presales/design, procurement, legal and finance
4. Ensure compliance of all bid documents (STQC/BIS certificates, OEM authorisation letters, past performance records, power of attorney, notarisation)
5. Coordinate pre-bid meetings, submit clarifications, and manage addenda/corrigenda
6. Handle EMD and bank guarantee processes end-to-end — issuance, tracking, extensions,



refund follow-ups
7. Submit bids on time across portals with zero disqualification on procedural grounds
8. Drive post-bid follow-up — technical evaluation responses, presentations, price negotiation support, LOI/work-order follow-up
9. Maintain a tender tracker with pipeline, submission status, win/loss analytics and lessons learned
10. Build relationships with procurement departments, consultants and channel partners who influence tender specs

What We're Looking For

1. 2-5 years of experience in tender management, bid coordination or government procurement, ideally in video surveillance/CCTV, with GPU servers/IT infrastructure background also considered
2. Deep working knowledge of GeM portal operations, CPPP, state e-tender portals, GeM reverse auctions, EMD/BG processes
3. Proven track record of bid wins in government and PSU tenders (smart city, secure city, police surveillance, campus security, traffic management)
4. Strong document management and compliance skills — comfortable assembling 200+ page bid documents under deadline
5. Familiarity with the CCTV/surveillance ecosystem (OEMs, integrators, consultants, end-users); ability to read and verify technical specs is needed, designing them is not
6. Excellent written English for proposal sections and covering letters; Hindi or Kannada is a plus
7. Graduate in any discipline; B.E./B.Tech or MBA is a plus but not essential
8. Comfortable with ~4-5 days/month of travel for pre-bid meetings and site visits
