Location – Any USI location Role Overview We are seeking an experienced Oracle Fusion Cloud Project Portfolio Management (PPM) Functional Consultant with hands-on implementation and configuration experience. The consultant will support project setup, project billing and costing, budget controls, and related financial processes. Candidates should be able to explain configurations they personally performed and resolve practical project scenarios—not only describe PPM concepts or end-user processes. Core Responsibilities
• Configure and support Oracle Fusion Cloud PPM capabilities across project foundations, project costing, project billing, and budgetary control.
• Set up and troubleshoot project organizations and structures, including project units, business units, and reference-data set assignments; explain the purpose and impact of each setup.
• Support project billing and cost-management flows, including project and task associations, actual cost tracking, budget monitoring, and billing scenario troubleshooting.
• Support project budget controls and funds-check processes, including how project costs and applicable purchasing or payable transactions are controlled and monitored.
• Work with business and technical stakeholders to gather requirements, assess configuration options, document functional designs, support testing, and resolve implementation or production issues.
• Explain configuration decisions, dependencies, and end-to-end transaction flows clearly to both functional and nontechnical stakeholders. Required Qualifications
• Recent, hands-on experience configuring Oracle Fusion Cloud PPM in an implementation, enhancement, or major deployment.
Candidates must be able to identify specific setups they personally owned, changed, tested, or troubleshot.
• Working knowledge of Oracle project structures and setup relationships, including project units, business units, project organizations, and set assignments.
• Practical experience with project billing and project costing, including the ability to explain relevant formulas and distinguish percent spent from percent complete.
• Experience with project budgets and budgetary controls, including monitoring available budget and tracing project-related transaction impacts.
• Ability to walk through basic-to-intermediate PPM scenarios in a structured way, explain assumptions, and state how an unfamiliar issue would be investigated.
• Explicit, candid communication. When unsure, the candidate should explain what is known, identify what needs verification, and describe a reasonable next step rather than guessing. Preferred Qualifications
• Experience with grants management, including grant budget control, funding-source definition or tracking, and monitoring project costs against grant funding.
• Experience in construction, capital projects, or other project-intensive industries, including contractor or subcontractor cost and invoice processes.
• Experience tracking project prepayments or advances and monitoring their application or consumption against project costs and payable transactions.
• Capital-project experience with project work-in-progress costs, asset capitalization, asset creation, and in-service date validations or troubleshooting.
• Experience supporting integrations or cross-functional processes involving Project Financial Management, Payables, Procurement, Grants, or Fixed Assets. Vendor Screening Guidance
• Prioritize candidates who demonstrate personal configuration ownership and can describe the business need, setup performed, testing approach, and outcome. Do not rely on years of experience or resume keywords alone.
• At minimum, screen for project structures and set assignments, project billing and costing, and project budget controls. Assess grants and construction/capital-project expertise as priority specializations based on the role’s workload; do not assume every preferred domain is mandatory unless confirmed by the hiring team.
• Ask candidates to explain the difference between percent spent and percent complete; how they would investigate a project organization or billing setup issue; how grant funding sources and budgets are monitored; how a project prepayment is tracked and consumed; and how capital-project costs move toward asset capitalization.
• Confirm the exact Oracle product and deployment experience (Oracle Fusion Cloud PPM versus other Oracle products or versions), the candidate’s role on the project, and whether their work involved configuration, testing, support, or end-user execution
