About the Role
Establish and lead JFLL’s Government Business & Tender Management function, covering portal registrations, documentation, tender identification, bid preparation, pricing, contract management and business development. Drive opportunities across GeM, CPPP, IREPS, Defence and PSU portals, ensuring bid compliance, commercial viability and timely execution. Build strategic relationships with government procurement teams, explore consortium opportunities and develop the team as business volumes grow. Responsibilities
• Function Setup: Register JFLL on relevant government and PSU portals, establish a document repository, secure eligible MSE perks and implement tender tracking and bid/no-bid approval processes.
• Tender Identification & Evaluation: Monitor portals for relevant logistics opportunities, assess eligibility and commercial risks, and manage pre-bid meetings and clarifications.
• Bid Preparation & Pricing: Prepare technical and financial bids, coordinate costing with Operations and Finance, manage reverse auctions within approved margins, and arrange EMDs, bank guarantees and digital signatures.
• Contract Management: Ensure smooth operational handovers, monitor SLAs and penalties, facilitate timely invoicing and collections, and obtain contract completion certificates.
• Business Development: Build relationships with government departments,



PSUs, defence establishments and research institutions, while exploring consortium and subcontracting opportunities.
• Team Development: Build and strengthen the tender function by hiring and training resources as business volumes expand. Qualifications
• Graduate degree Required Skills
• 8–15 years on the bidder side of government / PSU tenders, including at least 5 years running them end to end
• A documented record of contracts won (buyer, value, year)
• Expert, hands-on use of GeM (bids, reverse auctions, ATCs, orders) plus CPPP and PSU portals
• Working knowledge of General Financial Rules, the MSE procurement policy, the Make in India order, and EMD / bank guarantee rules
• Ability to price logistics services line by line and decide independently when not to bid
• Experience supervising junior staff
• Strong written English
• Traits: meticulous with documents and deadlines, comfortable building from zero, commercially disciplined, and of high integrity. Preferred Skills
• Tendering experience at a freight forwarder, customs broker, courier company or 3PL
• Working knowledge of customs clearance, air and ocean freight, and courier operations
• Existing relationships with procurement teams at institutes, PSUs or defence units
