Role:- Bid Manager/Team Lead

Job Description:

The Bid Manager owns BCT's end-to-end bid process for Indian Central, State and PSU government opportunities, from tender identification to submission and post-bid closure. The role leads a team of 4 bid professionals and is accountable for compliant, on-time, high-quality submissions that improve BCT's win rate in the India public sector.

The role is the single point of coordination across Sales, Presales, Practice, Delivery, Finance, Legal, partners and OEMs for every assigned pursuit.

Key Responsibilities:

End-to-end bid management

- Own the full bid lifecycle: tender tracking, bid/no-bid qualification, kick-off, pre-bid queries, solution and commercial inputs, reviews, submission, clarifications and technical presentations.
- Analyse RFPs, EOIs, RFEs and Budgetary Quotations; prepare compliance matrices, eligibility assessments and risk registers.
- Build and run bid plans with transparent milestones, owners and review gates (storyboard, pink, red and gold reviews).
- Drive win themes, executive summaries and proposal content that reflect evaluation criteria such as QCBS and L1.
- Manage/Oversee pre-qualification documents, turnover and project citations, certifications (CMMI, ISO), EMD/BG, PBG, MAF and OEM authorisations.
- Coordinate costing inputs with Finance and Sales and ensure commercial bid accuracy and consistency.
- Run post-bid activities: clarifications, presentations/PoCs, negotiation support, and win/loss reviews with lessons learnt.

Team leadership

- Lead, mentor and allocate work across a team of 4 bid and proposal professionals.
- Balance workload across concurrent bids and set quality standards for every submission.




- Conduct performance reviews, goal-setting and skill development for the team.
- Build and maintain a reusable content library: boilerplates, credentials, CVs, case studies and standard responses.

Stakeholder management

- Act as single point of contact across Sales, Presales, Practice heads, Delivery, Finance, Legal and HR for each bid.
- Manage consortium, JV and subcontracting partners and OEMs, including teaming agreements, NDAs, MAFs and back-to-back commitments.
- Engage with customer procurement teams during pre-bid meetings and clarification stages.
- Escalate risks and conflicts early and secure timely approvals from leadership.

Governance and reporting

- Maintain the government bid pipeline tracker and report status, win/loss and submission metrics to leadership.
- Run bid governance forums and secure sign-offs on deviations, commercials and risk.
- Continuously improve bid processes, templates and tools.

Required qualifications and experience

- Bachelors degree in engineering, Computer Science or a related field; MBA preferred.
- 12–15 years of experience in bid management for IT services or system integration.
- Minimum 5 years as a team lead managing a bid or proposal team.
- Proven track record of managing large Indian government bids end to end (Central ministries, State IT departments, PSUs, PSU banks), including e-Governance and digital transformation programmes.
- Hands-on experience with GeM, CPPP / NIC eProcurement, and State eProcurement portals.
- Experience managing multi-party bids involving consortium partners, subcontractors and OEMs.
- Working knowledge of Indian public procurement rules: GFR, CVC guidelines, Make in India and MSE preferences.
