About Fourth Partner Energy

Fourth Partner Energy Pvt. Ltd. (FPEL) is one of India's leading commercial and industrial (C&I;) renewable energy companies, with a growing portfolio spanning solar rooftop, ground-mounted utility-scale projects, wind energy, and associated Extra High Voltage (EHV) transmission and grid infrastructure. FPEL operates across multiple Indian states in alignment with MNRE, CERC, and PGCIL regulatory frameworks, delivering integrated clean energy solutions to large industrial and institutional consumers.

Role Purpose The Procurement Manager – Solar, Wind &

- EHV Infrastructure will be responsible for end-to-end strategic procurement of equipment, materials, and services across three core verticals: solar energy, wind energy, and Extra High Voltage (EHV) electrical infrastructure (132 kV, 220 kV, 400 kV and above). The incumbent will drive sourcing excellence, vendor development, and cost optimisation while ensuring alignment with project schedules, grid connectivity requirements, CEA/CERC standards, and FPEL's internal governance framework.

Key Responsibilities

A.

Strategic

Procurement &

- Sourcing

- Develop and execute procurement strategies for solar, wind, and EHV infrastructure covering equipment, civil works, and services.

- Lead global and domestic sourcing for OEM and Tier-1 suppliers across all three verticals.

- Manage the full tender lifecycle — RFQ/RFP issuance, technical and commercial bid evaluation, and final vendor selection.

- Drive cost benchmarking and ensure procurement is delivered within approved CAPEX budgets for each project vertical.

- Identify value engineering opportunities and alternative sourcing strategies to optimise lifecycle cost of assets.

B. EHV Infrastructure Procurement

- Lead procurement of EHV substation equipment: power transformers (132/220/400 kV), GIS/AIS switchgear, bus bars, CTs, PTs, CVTs, and surge arresters.

- Manage sourcing of EHV transmission line materials: ACSR/ACCC conductors, EHV cables, towers (lattice/tubular), insulators, earth wires, and hardware fittings.

- Coordinate procurement for bay extensions, line bays, protection & control panels (P&C;), SCADA/EMS integration, and metering systems.

- Liaise with PGCIL, STUs (State Transmission Utilities), and DISCOMs for connectivity approvals, REC filings, and ISTS/SSTS charge estimations impacting procurement decisions.

- Ensure all EHV equipment procurement complies with CEA Technical Standards, IS/IEC norms, and Grid Code requirements.

- Manage FAT (Factory Acceptance Testing), SAT (Site Acceptance Testing), and type-test documentation for EHV equipment.

C. Solar &

- Wind Equipment Procurement

- Oversee procurement of solar PV modules (mono PERC, TOPCon, Bifacial), string/central/hybrid inverters, DC cables, mounting structures, and BoP components.

- Manage procurement of wind turbine generators (WTGs), nacelles, blades, tower sections, hub assemblies,

pitch & yaw systems, and condition monitoring systems.

- Source MV/HV transformers, ring main units (RMUs), combiner boxes, and site SCADA/monitoring infrastructure.

- Evaluate and onboard BESS (Battery Energy Storage System) vendors in line with evolving hybrid project requirements.

D. Vendor &

- Supplier Management

- Build and maintain a robust, pre-qualified vendor ecosystem across solar, wind, and EHV segments including OEMs, fabricators, and specialised EPC sub-vendors.

- Conduct vendor qualification, periodic performance audits, QAP (Quality Assurance Plan) reviews, and financial risk assessments.

- Negotiate long-term supply agreements, framework contracts, rate contracts, and AMC/O&M; service agreements.

- Manage vendor escalations for delivery delays, quality deviations, and contractual disputes.

E. Contract &

- Compliance Management

- Draft, review, and negotiate procurement contracts (LOIs, MSAs, POs, EPC sub-contracts) in coordination with Legal &
- Compliance.

- Ensure compliance with MNRE, CERC, CEA, and state regulatory norms across all procurement activities.

- Adhere to FPEL's procurement governance policies, delegation of authority (DoA), and internal control frameworks.

- Maintain complete procurement records and support statutory, internal, and lender audits (including due diligence for project financing).

F.

Project

Coordination &

- Logistics

- Coordinate closely with Project Management, Engineering (Civil &
- Electrical), O&M;, and Grid Connectivity teams to ensure timely material delivery.

- Oversee end-to-end logistics for EHV and renewable energy equipment including ODC/OWC transport, customs clearance, and last-mile delivery to remote project sites.

- Manage critical path procurement items and proactively develop supply chain risk mitigation strategies.

G. Reporting &

- Analytics

- Provide regular procurement MIS and dashboards to senior leadership covering spend analytics, savings, vendor KPIs, and EHV equipment delivery status.

- Lead procurement digitisation and ERP/e-procurement adoption initiatives in partnership with the Digital Transformation team.

- Track market trends in solar, wind, and EHV equipment pricing and provide intelligence for CAPEX planning and project financing.

Qualifications &

- Experience

Educational Qualifications

- B.E./B.Tech in Electrical Engineering (mandatory for EHV domain).

- MBA in Supply Chain / Operations / Finance preferred.

- Certification in Supply Chain Management (CPSM, CIPS) or Project Management (PMP) is an added advantage.

Work Experience

- 10–12 years of progressive experience in procurement, sourcing, or supply chain management in the power/energy sector.

- Minimum 4–5 years of hands-on experience in solar energy procurement (modules, inverters, mounting structures, SCADA, BoP).

- Minimum 2–3 years of direct experience in wind energy procurement (WTGs, blades, nacelles, tower sections, WTG transformers).

- Minimum 3–4 years of demonstrated experience in EHV electrical infrastructure procurement (132 kV and above) — substations, transmission lines, GIS/AIS switchgear, EHV transformers,

protection systems.

- Prior experience managing procurement budgets of INR 150 Cr per annum across multi-technology projects.
