Job Overview

We are looking for an experienced Tender Engineer / Tender Manager with strong expertise in SITC (Supply, Installation, Testing & Commissioning) tenders for electrical, lighting and infrastructure projects.

The candidate will be responsible for handling end-to-end tendering activities, including tender evaluation, technical and commercial estimation, BOQ preparation, vendor coordination, bid submission and post-tender follow-ups. The role requires hands-on experience in Government, PSU, CPWD, PWD, NBCC and other institutional tenders.

Key Responsibilities

1. Tender Identification & Evaluation: Identify relevant SITC tenders through GeM, CPPP, E-Procurement and other government portals. Study tender documents, eligibility criteria, technical specifications and commercial conditions.
2. Technical Bid Preparation: Prepare technical bid documents, compliance statements, deviation statements, technical datasheets, GTPs and other required technical submissions.
3. BOQ & Cost Estimation: Analyze BOQs, drawings and specifications. Prepare detailed cost estimates covering material supply, installation, labour, transportation, testing and commissioning.
4. SITC Project Estimation: Calculate complete project costs, including electrical materials, LED lighting fixtures, cables, panels, accessories, installation charges, testing and commissioning expenses.
5. Vendor & Subcontractor Coordination: Obtain and negotiate quotations from manufacturers,



suppliers and installation contractors to ensure competitive pricing.
6. Commercial Bid Preparation: Prepare price bids, rate analysis, financial calculations, taxes, duties, EMD, PBG and other commercial requirements.
7. Tender Compliance: Ensure compliance with tender eligibility requirements, technical specifications, financial criteria, statutory documents and submission guidelines.
8. Pre-Bid Activities: Coordinate for site visits, pre-bid meetings, client queries, technical clarifications and submission of pre-bid queries.
9. Online Tender Submission: Handle complete tender submission through GeM, CPPP, IREPS, state e-procurement portals and other government platforms.
10. Post-Bid Coordination: Handle technical and commercial clarifications, price negotiations, reverse auctions and coordination with clients until final award.
11. Team Coordination: Coordinate with Sales, Design, Engineering, Procurement, Accounts and Project Execution teams for accurate and timely tender submissions.
12. Tender MIS: Maintain records of submitted tenders, costing sheets, vendor databases, bid status, competitor pricing and awarded projects.

Technical Skills & Expertise
- Strong knowledge of SITC (Supply, Installation, Testing & Commissioning) projects.
- Experience in Electrical and Lighting EPC tenders.
- Understanding of electrical drawings, SLDs, BOQs and technical specifications.




- Knowledge of LED lighting systems, electrical panels, cables, switchgear and associated accessories.
- Expertise in material costing, labour costing, installation and commissioning estimates.
- Knowledge of CPWD, PWD, NBCC, MES, AAI, PSU and Government tendering procedures.
- Hands-on experience with GeM, CPPP and other e-tendering portals.
- Understanding of EMD, PBG, BG, PQR, technical compliance and commercial bid requirements.
- Proficiency in MS Excel, Word and tender estimation tools.

Educational Qualification
- B.E. / B.Tech in Electrical Engineering preferred.
- Diploma in Electrical Engineering may be considered with relevant experience.

Desired Candidate Profile
- 5–12 years of relevant experience in SITC tendering, estimation and bidding.
- Experience in Electrical, Lighting, Infrastructure or EPC project-based organizations.
- Proven track record of independently handling end-to-end tender submissions.
- Strong analytical, commercial negotiation and coordination skills.
- Ability to manage multiple tenders and meet strict submission deadlines.

Preferred Experience Candidates having experience in SITC tenders related to:
- LED Street Lighting and High Mast Lighting
- Indoor & Outdoor Lighting Projects
- Electrical Infrastructure and Electrification
- Architectural & Faade Lighting
- Airport, Railway, Metro and Infrastructure Projects
- Government Building and Institutional Electrical Projects

Key Requirement: Candidates must have practical experience in preparing complete SITC tender costing, including supply, installation, testing and commissioning, rather than only handling tender documentation or online bid submission.
