Business Development Head – Govt Infra

About the Role

SBGL is a leading Pune construction group with commercial and residential projects, now expanding into Govt Infra (industrial buildings, roads, government buildings, MIDC and PWD works). You will build the SBGL Infra division from scratch and own its P&L.; The goal is profitable tenders converted into work orders.

Key Responsibilities

- Track and filter govt tenders daily (MahaTenders, MIDC, PWD, ZP, PMGSY, PMC/PCMC).
- Run Go/No-Go analysis on eligibility, competition, margin, site conditions and payment terms.
- Achieve the yearly work order target.
- Form JVs and consortium tie-ups where technical credentials are needed.
- Build relationships with PWD, MIDC, ZP and Irrigation officials.
- Attend pre-bid meetings and site visits, raise queries and handle rate negotiations.
- Manage EMD, Performance BG and SD refund processes.
- Build and lead a 5-member tendering team,



and set up SOPs and a tender tracker.

Requirements

- 10+ years in Govt Infra business development (PWD, MIDC or road contractor companies).
- Personally handled tender-to-work-order and won Rs 10 Cr+ in govt tenders (industrial buildings or roads).
- Strong knowledge of Maharashtra PWD DSR, MIDC rules, MahaTenders, JV process and contractor registration.
- Existing contacts in MIDC Pune, PWD Pune Circle, ZP Pune and PCMC.
- Skilled in BOQ, technical bid preparation, rate analysis, and price variation clauses. Knowledge of govt contracts, arbitration and claims.
- Retired govt engineers (PWD, Irrigation, MIDC) are welcome to apply.
- Strong negotiator who can handle pressure and lead a team independently.
- Fluent in Marathi, Hindi and English.

Pay: ₹75,000.00 - ₹150,000.00 per month
