OPENINGS

We are inviting applications from senior urban-services professionals to lead a time-bound assessment and improvement-planning programme. This position brings together on-ground verification, operations analysis, technical planning and digital evidence systems to support informed decisions by public-sector leadership.

Your mandate

Own the integrated delivery strategy, coordinate specialised teams and ensure that findings are evidence-led, practical and submitted on schedule.

What you will lead

- Build the programme architecture. Translate a multi-area, 90-day assignment into an inception sprint, fieldwork calendar, interim review, draft synthesis and final submission. Establish explicit dependencies, owners, escalation points and milestones across all specialist and field teams.
- Direct a truly independent baseline. Make sure the programme tests reported service performance against field proof. Oversee household and business samples, waste-transfer measurements, high-volume generator checks, GPS-based fleet reviews, facility-status verification and complete area-by-area coverage.
- Shape improvement priorities. Guide the analysis of four-stream separation, collection reliability, public-space waste accumulation, difficult-to-serve neighbourhoods and infrastructure shortfalls. Translate verified gaps into a coherent master plan and localised plans with achievable monthly service targets.
- Review plant, fleet and financial gaps. Bring together assessments of transfer sites, recovery and treatment capacity, fleet requirements, capital infrastructure needs, costs per tonne, user-fee trends, staffing systems and awareness expenditure,

ensuring that proposed resource needs reconcile with the baseline.
- Oversee provider and contract monitoring. Ensure private service operators are assessed consistently on approved operating routes, vehicle tracking, crew deployment, service records and contractual performance measures. Sponsor an exception log and a concise format for monthly management reviews.
- Steer route and territory planning. Check that current collection paths are corroborated by location traces and physical observation, that priority areas receive workable primary and secondary route redesign, and that recommendations align with fleet capacity and receiving facilities.

Delivery, quality and collaboration

- Connect the digital and analytical outputs. Ensure the geospatial evidence repository, locality scorecards, live management dashboard, facility information portal and mobile workflows tell one consistent story. Review the structure of executive indicators for a future integrated monitoring room.
- Protect evidence standards and impartiality. Require time-stamped and location-linked records, photographs where applicable, independent rechecks and traceable corrections. Keep this diagnostic assignment separate from contract-award decisions, service operations and procurement drafting.
- Lead high-level institutional coordination. Handle senior reviews,

obtain timely decisions and maintain constructive working relationships with public authorities, operators and independent technical partners. Prevent duplication of external assessments while using validated reference information.
- Provide direction on community communication. Use observed participation and separation gaps to inform outreach priorities, resident segments, communication channels and measurable behavioural goals; guide strategy, rather than undertaking a public campaign as an operating service.
- Secure final handover and continuity. Check that validated records, maps, plans, technical documentation and software administration materials are accepted and transferred. Arrange a workable continuity plan for post-project access to the management platform.

What you will help deliver
- Integrated work plan, governance routines, programme risk register and weekly leadership reviews.
- Consolidated service-gap assessment, sequenced master/local plans and evidence-based resource priorities.
- Accepted management presentations, operator-performance summaries and coordinated specialist outputs.
- Quality-reviewed final submissions, information transfer and executive briefing materials.

Who should apply
- Postgraduate qualification in Engineering, Planning, Environment or Management.
- At least 15 years in urban services, including a minimum of 8 years dedicated to municipal solid waste systems.
- Leadership of at least one city-level waste-service assessment, plan or programme for an urban population of 10 lakh or more.
- Senior consulting leaders or programme heads able to direct multidisciplinary teams and communicate with public-sector decision-makers.
