Job Title: Tender Manager Water Supply Projects

Department: Tendering / Business Development

Reporting To: Head Tendering / Business Development Head

Job Purpose To lead and manage the end-to-end tendering process for water supply and infrastructure projects, including tender identification, technical and commercial evaluation, estimation, bid preparation, submission, and post-tender negotiations.

The role involves developing competitive, cost-effective, and technically compliant bids for government, municipal, and infrastructure projects while ensuring accuracy, commercial viability, risk assessment, and timely submission.

Key Responsibilities

1. Tender Identification & Evaluation

- Identify and evaluate upcoming tender opportunities related to water supply, water transmission, distribution networks, and water infrastructure projects.
- Review tender documents, RFPs, BOQs, technical specifications, drawings, and contractual conditions.
- Assess project feasibility, eligibility criteria, financial requirements, and associated risks.
- Coordinate with management for bid/no-bid decisions.

2. Technical & Commercial Tendering

- Lead the preparation and submission of technical and commercial bids.
- Review BOQs, drawings, specifications, scope of work, and project requirements.
- Ensure technical compliance with tender conditions and client specifications.
- Coordinate with engineering, planning, procurement, execution, and finance teams for bid preparation.
- Ensure accurate cost estimation and competitive pricing.

3. Estimation & Costing





- Prepare and review detailed estimates, quantity take-offs, BOQs, and rate analysis.
- Evaluate material, labour, equipment, subcontracting, and other project-related costs.
- Assess construction methodologies and identify cost optimization opportunities.
- Validate vendor quotations and subcontractor rates.

4. Bid Preparation & Submission

- Manage the complete tender submission process within stipulated deadlines.
- Prepare technical proposals, commercial offers, financial bids, and supporting documentation.
- Ensure compliance with tender requirements, including EMD, bank guarantees, eligibility documents, and statutory requirements.
- Review bid documents for accuracy and completeness before submission.

5. Contractual & Risk Assessment

- Review commercial terms, payment conditions, contract clauses, and project specifications.
- Identify contractual, technical, financial, and execution-related risks.
- Coordinate with legal and commercial teams for contractual clarifications.
- Support pre-bid meetings, client interactions, and tender clarifications.

6. Post-Tender Activities & Coordination

- Participate in price negotiations, tender clarifications, and commercial discussions.
- Coordinate with internal stakeholders for final bid approvals.




- Support management in tender presentations and strategic business development initiatives.
- Maintain tender records, costing databases, and market intelligence.

Educational Qualification
- B.E. / B.Tech in Civil Engineering.

Experience & Requirements
- 10-20 years of relevant experience in tendering, estimation, and costing, preferably with EPC / Infrastructure / Construction companies.
- Strong experience in Civil Tendering, Estimation, BOQ Preparation, Quantity Take-off, and Rate Analysis.
- Experience in handling large-value EPC / Infrastructure / Water Supply Projects is preferred.
- Valuable understanding of water supply networks, transmission pipelines, distribution systems, pumping stations, and associated civil infrastructure works.
- Knowledge of construction methodologies, technical specifications, and contractual requirements.
- Strong analytical, coordination, communication, and negotiation skills.
- Ability to manage multiple tenders and meet strict submission deadlines.
