JOB PURPOSE:

To provide overall leadership for Occupational Health, Safety, Environment and Emergency Management across the 1,600 MW Ultra-Supercritical Thermal Power Plant, ensuring a strong safety culture, prevention of accidents, compliance with applicable statutory requirements and secure execution of all operation, maintenance, construction and contractor activities.

Role & responsibilities

- Develop, implement and continuously improve the Plant HSE Policy, Safety Management System and Annual Safety Plan.
- Provide safety leadership across BTG, BOP, CHP, AHP, Electrical, C&I;, maintenance, projects, warehouses, workshops and utility areas.
- Ensure strict implementation of Permit-to-Work (PTW), LOTO, Job Safety Analysis (JSA), Risk Assessment and Method Statement systems.
- Identify hazards and implement effective controls for electrical work, work at height, confined spaces, hot work, lifting operations, excavation, pressure systems and hazardous chemicals.
- Ensure safety during boiler/turbine maintenance, major shutdowns, annual overhauls and high-risk maintenance activities.
- Establish and monitor contractor safety management, including induction, competency verification, PPE, toolbox talks and safety audits.
- Conduct regular plant safety inspections, audits, behavioural safety observations and compliance reviews and ensure timely closure of observations.
- Lead investigation of accidents, near misses, dangerous occurrences and unsafe conditions, including Root Cause Analysis (RCA) and corrective/preventive actions.
- Develop and periodically test Emergency Response Plan, Disaster Management Plan,



Fire & Emergency Preparedness and evacuation procedures.
- Coordinate with Fire & Emergency Services, Medical/OHC, HR, Operations and Maintenance during emergencies.
- Ensure adequate PPE, safety equipment, firefighting systems, emergency equipment, signage and safety infrastructure.
- Establish comprehensive safety training and competency-development programs for employees, contract workers, supervisors and management.
- Monitor statutory compliance relating to Factories/OSH requirements, electrical safety, boiler safety, fire safety, hazardous chemicals and other applicable regulations.
- Maintain safety records, statutory registers, incident statistics and prepare daily/monthly/annual HSE MIS.
- Establish and monitor safety KPIs such as LTI, LTIFR, TRIR, near misses, safety observations, audit compliance and training hours.
- Promote Zero Fatality / Zero Harm culture through visible leadership, employee engagement and continuous improvement.
- Coordinate with statutory authorities, inspectors, auditors, contractors, OEMs and other external stakeholders on safety matters.
- All above mentioned points are to be in line with the safety Standards/procedures of APL (DISHA).

Preferred candidate profile

Working Experience in large-capacity thermal power plants & Safety leadership experience in Supercritical thermal power plants/Projects.
