A. Required Education Qualification -

- Post-Graduation in Personnel Management or MBA in HR or LL.M.

B. Experience Required-

- He/ She should have at least 4+ years post qualification of relevant work experience, Relevant experience of HR system sector/Public in Govt. Sector undertakings or Enterprises or developmental organizations etc., signifies dealing with HR matters like Hiring, disciplinary matters, welfare issues, legal affairs and other allied issues of like nature having bearing upon HR management.

- He/she should have experience of establishing HR system in Government/Corporate or development sector.

C. Key Roles & Responsibilities-

- Drafting of notes, official letters and proposals based on skill set essentially desired and scope of designation under umbrella of Haryana State Rural Livelihoods Mission.
- Prepare Human Resource Management plan for client.
- Prepare Human Resource Manual.
- Preparation of designation-wise job description for manpower for purpose of hiring and allocation of work assignment, work performance at all designation level.
- Conduct of Training Need Analysis and submission of report to client.
- Conduct Training & Development activities for induction, orientation and capacity building of project-wise team leaders and staff members.
- Coordination with third party manpower agencies engaged with client for regular work performance, release of payment, joining and relieving of manpower.




- Monitor implementation of SRLM HR plans at District and Block levels, ensure effective placement of staff to run operations.
- Preparation of annual activity calendar containing celebration of festivities, important state and centre government led initiatives etc.
- Conduct recruitment & manpower hiring process for direct hiring positions at client side.
- Maintain recruitment tracker for joining, transfer and relieving.
- Execute HR Policy, HR Manual and compliances.
- Ensure implementation of POSH Act, 2013 and conduct regular awareness trainings.
- Attend State/ National level workshops/ webinars/ meetings etc. as and when directed by client.
- Team management at district level across Haryana.
- Support State Program Managers of other domains.
- Other assignments as per directions of client.

D. Skills Required-

- Excellent English & Hindi Communication Skills radiating well-versed with the knowledge and self-learning attitude towards adopting government work environment (Drafting of notes, letters, reports, presentations).
- Robust proven background and presentation on capacity building, training needs analysis, training database management, training & development, HR Policy implementation, introduction to new Human Resource Management updates from Govt. including labour laws.
