Job Description – Billing & Quantity Survey Engineer (Construction)
Position: Billing & QS Engineer
Department: Projects / Contracts
Location: Madhavaram, Chennai
Reporting To: Project Manager / Commercial Head

Role Overview

The Billing & QS Engineer is responsible for preparing, verifying, and managing project bills, quantity take-offs, cost estimates, and contract documentation. The role ensures accurate measurement, cost control, and timely billing to support smooth project execution and financial management.

Key Responsibilities1. Billing & Documentation

- Prepare RA bills, final bills, subcontractor bills, and client billing as per project progress.
- Verify and certify contractor and vendor bills with site measurements.
- Maintain billing records, measurement sheets, reconciliation statements, and supporting documents.
- Coordinate with site engineers and the accounts team for timely bill submissions and approvals.
- Ensure compliance with contract conditions and payment terms.

2. Quantity Surveying & Measurement

- Conduct quantity take-offs from drawings, BOQs, and construction plans.
- Prepare detailed measurement sheets as per project execution.
- Check and verify reinforcement, shuttering, concreting, masonry, finishing, and other construction activities.
- Conduct material reconciliation for cement, steel, aggregates, and other major items.

3. Cost Estimation & Budgeting

- Prepare cost estimates, rate analysis, and BOQ revisions.
- Track cost variations, deviations, and additional work claims.
- Support preparation of project budgets and cost-control reports.
- Assist in value engineering and cost optimization proposals.

4. Contracts & Coordination

- Support preparation of work orders, subcontract agreements, and amendments.




- Handle contractual correspondence related to quantities, claims, and variations.
- Liaise with Project Managers, Site Engineers, Clients, Consultants, and Contractors for measurement approvals.
- Attend site meetings and provide billing/QS progress reports.

5. Reporting & Compliance

- Prepare weekly/monthly billing status reports.
- Ensure documentation as per company standards and audit requirements.
- Maintain confidentiality and integrity of commercial information.

Skills & Competencies

- Strong knowledge of quantity take-off, billing procedures, and construction methodology.
- Proficiency in AutoCAD, MS Excel, and measurement software (e.g., CostX, Revit, MS Project – optional).
- Good understanding of civil engineering codes and standards.
- Robust analytical, numerical, and documentation skills.
- Ability to work under pressure and meet deadlines.
- Good communication and coordination skills.

Qualification & Experience

- BE / B.Tech / Diploma in Civil Engineering.
- 3–10 years of experience in Billing & QS roles in construction/real estate/infrastructure projects.
- Experience in residential, commercial, industrial, or infrastructure projects preferred.

- Timely submission and certification of bills.
- Accuracy of quantity take-off and measurements.
- Cost control and deviation management.
- Quality of documentation and reporting.
- Contract compliance and stakeholder coordination.
